Statement of work, as posted

This solicitation is restricted to Small Business. Project Description: The contractor will be required to clear and grub a trail corridor that is a minimum of 72-inches wide and 80-inches high within the designated path alignment. This work consists of clearing, grubbing, trimming, removing, and treating trees, logs, limbs, branches, brush, plants, and other vegetation within the clearing limits. Clearing practices must include removal down to ground level of any cedar tree that will be trimmed 25% or more. Furthermore, the contractor shall work to avoid any damage to existing, native Burr Oak trees. Cleared vegetation must be removed and piled near the staging area adjacent to the asphalt road for future USACE removal. The trail link will be approximately 2,250 linear feet of bench excavation and tread shaping to establish a stable tread base which follows the alignment in attached Drawing 1, which will be staked by USACE prior to mobilization. The finished trail tread width will range between 36 - 48-inches depending on location and terrain and will be topped with a 4-inch lift of mechanically compacted crushed gravel. The crushed gravel will be placed, graded, and mechanically compacted. Due to the terrain, the final path at minimum will consist of switchbacks with turning platforms to ensure a proper turn radii for both foot and bicycle traffic. The required grade average for the trail tread is 6-8% sustained with a max of 10-15% for no more than 30-foot intervals. Grade reversals and drainage features are required to be installed as preventative measures to promote long-term sustainability. At the halfway point of the trail link, a 4-foot by 8-foot gravel pad with a 4-inch mechanically compacted lift will be constructed adjacent to the trail path for future USACE placement of a cedar log bench. Ground disturbance outside of the clearing limits must be prevented. Significant ground disturbance outside of these limits will result in the contractor's need to perform remedial vegetation measures, as directed by USACE. Site Visit: A site visit is scheduled on August 24th at 10am local time. Contractors will meet at the Natural Resource and Outside Maintenance Facility and then travel to the work site. Please RSVP to communicate your intent to attend this meeting by emailing kelsey.m.kniffen@usace.army.mil by COB Friday, August 21. NAICS Code: The primary North American Industry Classification System (NAICS) code anticipated for solicitation is 237990- Other Heavy and Civil Engineering Construction, with a size standard for small business of $45M. Place of Delivery: US Army Corps of Engineers Fort Randall Dam 399 Powerhouse Road Pickstown, SD 57367 Obtaining Solicitation Documents: Solicitation documents will be posted to the web via SAM.gov (sam.gov).
