The Bureau for International Narcotics and Law Enforcement Affairs (INL) is responsible for the development, supervision, coordination, and implementation of international narcotics control and law enforcement assistance activities for the Department of State. Since 2002, INL's Afghanistan/Pakistan Program Office (INL/AP), through its in-country presence at U.S. Embassy Islamabad, has managed several programs to build the capacity of the Government of Pakistan's law enforcement and border security personnel through training, mentoring, equipment transfers, and infrastructure improvements. The Pakistan Maritime Security Agency (PMSA) is the Government of Pakistan's premier maritime law enforcement agency dealing with maritime law enforcement and counter-narcotics activities. PMSA assists in military operations, counters human trafficking and illicit smuggling, enforces marine environmental protection regulations, maintains intracoastal and offshore aids to navigation, protects commerce, fishing, and crews in Pakistan's Exclusive Economic Zone, and conducts search and rescue operations. INL-Pakistan (INL-P) seeks to enhance PMSA's maritime law enforcement capacity by equipping local forces with advanced aerial surveillance capabilities to prevent and respond to maritime security challenges, including counter-narcotics operations, human trafficking interdiction, and illicit smuggling along Pakistan's coast and at sea, while enhancing their professionalism and operational capacity in accordance with modern maritime law enforcement practices. SUBSTANTIVE REQUIREMENTS The contractor shall fulfill the following substantive requirements (See Attachment A RFQ/SOW for a complete listing of requirements): The Contractor shall provide two (2) mid-range, backpack-portable, electric vertical take-off and landing (eVTOL) fixed-wing Unmanned Aircraft Systems (UAS) meeting the specifications outlined in this Statement of Work, including all associated equipment, software, accessories, shipping, delivery, and the Contractor shall arrange on-site manufacturer-led training in Pakistan for a maximum of ten (10) PMSA personnel. Mid-range, backpack-portable, electric vertical take-off and landing (eVTOL) fixed-wing Unmanned Aircraft Systems (UAS) Quantity: 2 EA CLIN 002: Training Quantity: 1 LOT The Contractor shall provide comprehensive on-site training at PMSA facilities in Pakistan for PMSA operators and maintenance personnel. Training shall be conducted by qualified manufacturer representatives or certified instructors with expertise in UAS operations and maintenance. Period of Performance Required delivery: 270 calendar days after receipt of contract award. If an export license is required, delivery shall be 270 calendar days after receipt of export license. The Contractor shall submit export license applications expeditiously after award. Delivery The contractor is responsible for delivery to the End-User's premises at: Pakistan Maritime Security Agency (PMSA) Karachi, Pakistan Submission Requirements (please see details in the Attachment A – RFQ/SOW) Evaluation Criteria (please see details in the Attachment A – RFQ/SOW) The Government contemplates the award of a firm, fixed price contract. The Contracting Officer may issue a purchase order to other than the contractor with the lowest proposed priced. In addition to price, the Government will consider the following factors when selecting contractors for best value award. 1. Compliance with all technical specifications as outlined in the SOW; 2. Delivery Timeline; 3. Past performance: at least three (3) contracts for similar UAS systems for law enforcement, military, or government applications within the last three (3) years; 4.
