AMENDMENT 001 is issued to provide answers to submitted questions. See the attached document. This is a combined synopsis solicitation for commercial supplies prepared in accordance with the format in FAR subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; offers are being requested, and a written solicitation will not be issued. This solicitation is being issued as a request for quote. The solicitation number is 31090PR260000376. Provisions and clauses incorporated into this solicitation are those in effect through Federal Acquisition Circular 2026-01 dated 13 March 2026. This requirement is a small business set aside. The NAICS for this action is 314110 Carpet and Rug Mills. The size standard is 1,500 employees. The supplies in this solicitation are best represented by PSC Code 7220 Floor Coverings. The line item associated with this requirement is as follows: #: 0001 Quantity: 11,000 Unit of Measure: Square Foot Description: Mannington Commercial Variations 4 size 24”x24” Carpet Tile See the attached Requirement Description Document for details about the required products. Offers shall be emailed to the contracting officer and contract specialist. FOB for this requirement is Destination. USCG Base Alameda 1 Eagle Road, Coast Guard Island Alameda CA 94501 Brand Name Only: See the attached requirement description and brand name only justification. FAR clause 52.212-4, Contract Terms and Conditions – Commercial Products and Commercial Services, applies to this acquisition. The following clauses apply to this acquisition: 52.222-50, Combating Trafficking in Persons; 52.226-8, Encouraging Contractor Policies to Ban Text Messaging While Driving; and 52.232-33, Payment by Electronic Funds Transfer – System for Award Management. FAR clause 52.209-4 First Article Approval – Government Testing applies to this requirement. The awarded contractor must deliver one 24”x24” carpet tile within 14 calendar days from the date of award to the government at the stated delivery address care of Mr. Brian Zweir. The characteristics that the first article must meet specifications identified in the requirement description incorporated into this solicitation. If the first article is disapproved, the contractor, upon government request, shall submit an additional first article. After each request, the contractor shall make any necessary changes, modifications, or repairs to the first article or select another first article for testing. All costs related to these first article submissions are to be borne by the contractor, including any and all costs for additional tests following a disapproval. FAR provision 52.212-1, Instructions to Offerors – Commercial Products and Commercial Services, applies to this action. Submitted offers shall contain the name, title, email address, and telephone number of the company point of contact who can legally bind the company contractually. The offer must include specifications for the offered item, the total price for the item (including shipping), and the estimated delivery date. Offers must be valid for at least 30 days. All offerors must have an active registration in SAM.gov at the time of offer submission. The government intends to make a single award to a responsible vendor that provides the lowest priced offer evaluated as technically acceptable. Offerors must be registered at SAM.gov at the time of offer submittal and have completed FAR provision 52.212-3, Offeror Representations and Certifications-Commercial Products and Commercial Services, on file. The contracting officer will not consider the following representations when making award decisions or enforcing requirements: paragraphs (d) and (t) of 52.212-3, Offeror Representations and Certifications—Commercial Products and Commercial Services. Entities are not required to update their entity registration to remove these representations in SAM.
