Description SOLICITATION ANNOUNCEMENT: AN/BYG-1 APPLICATIONS The Department of the Navy, Naval Sea Systems Command (NAVSEA), on behalf of the Portfolio Acquisition Executive for Undersea (PAE Undersea) and the Director, Submarine Programs (DSP), is releasing the formal solicitation for the AN/BYG-1 Applications requirement from the Submarine Combat and Weapons Control Program Office (PMS 425). This notice follows the previously published Draft Request for Proposal (RFP) and Industry Day event. The Government has reviewed the feedback received during and after the Industry Day and has revised the requirements accordingly for this final solicitation. SCOPE OF THE REQUIREMENT (GENERAL OVERVIEW) AN/BYG-1 is the U.S. Navy’s Submarine Combat Control System. The AN/BYG-1 provides tools for the analysis of surface, sub-surface, and airborne contacts operating in the vicinity of own-ship and within the mission theater. This analysis supports command and decision-making, payload and attack control functions, determination of ballistic data for legacy torpedoes, and initiation of firing sequence for all payload types in support of submarine mission areas. The scope of this solicitation encompasses the development, testing, integration, delivery, logistics, and full-lifecycle sustainment of compiled AN/BYG-1 software baselines. This includes current, future, and legacy AN/BYG-1 applications as part of a modernized capability delivery framework. Key objectives and technical efforts under this contract include: Deliver AN/BYG-1 capabilities and baselines in alignment with Submarine Tactical Requirements Group priorities Decouple AN/BYG-1 applications from hardware and software dependencies Implement microcontainer/microservices AN/BYG-1 architecture Transform AN/BYG-1 development and test environments by increasing virtualization and establishing a common, shared infrastructure Develop and integrate tactical decision aids that leverage artificial intelligence and machine learning technologies Assist with the design, development, and integration of combat control system elements to support international cooperative agreements and joint programs. ACCESS TO SOLICITATION DOCUMENTS AND CLASSIFIED DATA The AN/BYG-1 Applications solicitation, Statement of Work (SOW), and associated unclassified attachments are designated as Controlled Unclassified Information (CUI) and will not be posted directly to SAM.gov. These documents will be made available exclusively via the secure Electronic Technical Information Center (E-TIC) portal hosted by the Advanced Interactive Management Technology Center (AIMTC). Additionally, portions of the Government Furnished Information, specifically, the classified software source code provided to support proposal development are classified at the SECRET level and will be transmitted physically. Documents made available during this procurement may contain classified data and/or technical data whose export is restricted by the Arms Export Control Act. Foreign participation shall be limited by applicable legal authorities, regulations, and other security classification requirements as specified in the DD Form 254. Consolidated Access Request Instructions Prospective Offerors must submit a single, consolidated access request email to the Points of Contact listed below to obtain E-TIC portal access and the classified GFI software package. Email Attachments Required: DD Form 254: A completed copy of the DD Form 254. Block 6 must verify that the requesting company possesses a Defense Counterintelligence and Security Agency (DCSA) issued SECRET facility clearance (FCL) and SECRET safeguarding capability. CRITICAL SECURITY NOTE FOR AWARD ELIGIBILITY: While a SECRET FCL is sufficient for proposal preparation and GFI access, the Offeror must ultimately possess a fully adjudicated TOP SECRET facility clearance and TOP SECRET safeguarding capability, issued by the U.S. Government, no later than contract award. The Government will not sponsor facility clearance upgrades or personnel clearance upgrades for the purpose of proposal submission or contract award eligibility. DD Form 2345: A current, approved copy of the company’s DD Form 2345 (Military Critical Technical Data Agreement). Executed Terms of Use Agreement (TOUA): A signed copy of the TOUA, executed by the Offeror's Facility Security Officer (FSO) or authorized corporate representative. E-TIC Representative: Provide the full name, official company email address, and phone number of the designated individual who will serve as the E-TIC account holder. Classified Media Request (Yes/No): State explicitly whether your company is requesting delivery of the classified software source code. Classified Mailing Info (Required only if requesting Classified Media): Provide the name and contact information of the company's FSO, along with the verified Classified Mailing Address of your facility as registered in the National Industrial Security System (NISS). If your company is NOT requesting the classified source code, please state "Not Applicable" or "N/A" for these fields. E-TIC Portal Registration (Unclassified/CUI Documents) Once the Government approves the consolidated request, the designated E-TIC representative must complete their account setup on the AIMTC portal. Access requires a DoD Common Access Card (CAC) or an approved DoD External Certification Authority (ECA) Certificate, along with an active Joint Certification Program (JCP) registration number. For New AIMTC Account Requests: Visit https://aimtc.nuwc.navy.mil and complete the AIMTC Account Request Form. For Existing AIMTC Account Holders: Log into https://aimtc.nuwc.navy.mil, click “My Profile”, and update your fields exactly as follows: Name: First name, middle initial, last name. Foreign National: Select "Yes" or "No". Email Address: Official company email only (no Gmail, Yahoo, etc.). Branch or Code: PMS425 Phone Number: Requestor's direct phone number. NUWC Sponsor POC: Eun-Ja O. Rau NUWC Sponsor Code: PMS425 Justification: "Prospective Offeror for the PMS425 AN/BYG-1 Applications" Scroll down, expand “E-TIC (Electronic Technical Information Center)”, select "BYG-1 Applications Solicitation", provide your justification, and click “Send.” For AIMTC account issues, contact AIMTC_Webmaster@us.navy.mil. Please note that you will not be able to access the PMS425 AN/BYG-1 Applications until your account request is approved by the Approval Official and processed. Please allow for processing. If E-TIC access has not been granted within five (5) business days of your initial email package submission, please contact the Points of Contact listed below for status. The proposal due date will not be extended due to late or incomplete access requests. Over the course of the procurement, the Government may provide E-TIC updates or additional materials to the same designated company representative. Transmission of Classified Media (Software Code) Upon successful verification of the Offeror's FCL, safeguarding capabilities, and NISS mailing address provided in the consolidated email request, and formal approval of the Offeror's E-TIC access (including receipt of the executed TOUA and approved DD Form 2345), the Government will package and transmit the classified media in strict accordance with 32 CFR Part 117 (NISPOM). Classified material will be dispatched via USPS Registered Mail (or Government-approved commercial express carrier authorized for Secret transport). A double-envelope system will be utilized. The outer envelope will feature no classification markings. A signed Classified Material Receipt will be enclosed in the inner envelope. The Recipient must execute and return this receipt to the Government within five (5) business days of delivery. PROPOSAL SUBMISSION Proposals in response to this solicitation must be submitted electronically via the PIEE Solicitation Module no later than October 19, 2026, at 1600 (4:00 PM) Eastern Daylight Time. Detailed instructions for proposal preparation and submission are specified in Section L of the solicitation document provided on the secure E-TIC portal. SUBMISSION OF QUESTIONS AND COMMENTS All questions and comments regarding this solicitation must be submitted using the Offeror’s Question Submittal Form in its original Excel format. Unclassified Questions Submission Deadline: Questions must be received no later than 1600 (4:00 PM) Eastern Time on the twenty-fifth (25th) calendar day following the formal issuance of this solicitation. Weekend/Holiday Rule: If the twenty-fifth (25th) calendar day falls on a Saturday, Sunday, or Federal Holiday, the deadline is automatically extended to 1600 (4:00 PM) Eastern Time on the next consecutive business day.
