In accordance with the Revolutionary FAR Overhaul (RFO) streamlining principles, the Hawaii Army National Guard is soliciting quotes for the following commercial services: Conduct anchor load inspection and certification with cleaning and patching rusted holes and welding metal parts on ladders. Rubble pile sites will be inspected prior to any welding to prevent fire and injuries during work. Perform a load test of all (18) total anchor points and D-rings. 1. Anchor Load Recertification Base + Four Option Years Please review the Performance Work Statement attached for full details on the performance requirement. The North American Industry Classification System (NAICS) code for the solicitation is 541990 – All Other Professional, Scientific, and Technical Services with a small business size standard of $19,500,000.00. Place of Performance: 91-1179 Enterprise Ave, Kapolei, HI 96707-2150. Period of Performance: Tentativel scheduled to start no later than 30 Septemeber 2026 - 29 September 2031. Solicitations shall not exceed 5 pages,and provide the following: One (1) signed copy of the Solicitation(SF1449) Vendor details: Name, POC, CAGE, UEI, Contact Phone, E-mail, and any applicable discount terms. Completed Work Experience Form (Attached) Evidence of Technical Capabilites Additionally, in order to be eligible for award, all respondents shall complete all Representations and Certifications found within their profile in the System of Award Management (SAM) athttps://www.sam.gov. The Government intends to evaluate offers and award a contract WITHOUT discussions with offerors. Therefore, the offeror's initial offer should contain the offeror's best terms. [RFO FAR 52.212-1(d)]. A quoter which requires the Government to execute a separate agreement with a third-party shall be deemed technically unacceptable. Facsimile quotations will not be accepted. Quotations are due via email to Emma Newbegin,emma.a.newbegin.civ@army.mil, no later than 1000AM HST, 31 August 2026. Please include the notice ID W912J626QA006 in the subject line. Questions regarding the solicitation are due to Emma Newbegin no later than 12:00 PM Hawaii Standard Time onTuesday, 19 August, 2026. Information provided from answers toquestions shall not change/qualify theterms and conditions of the solicitation and specifications. Terms remain unchanged unless the solicitation is amended in writing. if an amendment is issued, normal procedure relating to the acknowledgment and receipt of solcitation amendments shall apply.
