BACKGROUND: Forest Service is executing this procurement under the stewardship contracting authority provided under Section 8205 of Public Law 113-79, the Agricultural Act of 2014 as amended under Section 204 & 207 of the Consolidated Appropriations Act (Omnibus Bill 2018). Stewardship authority grants the Forest Service Chief or designee the authority to aggregate contractual requirements into stewardship projects. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Part 12. This announcement constitutes the only solicitation. Proposals are being requested and a separate written solicitation will not be issued. This acquisition is set-aside for small business concerns. The applicable North American Industry Classification Standard Code is 113310. The small business size standard is 500 employees. This acquisition is a Total Small Business Set-Aside. All responsible sources may submit a quotation which will be considered by the agency. PROJECT LOCATION: Camino Real Ranger District, T21N R13E Sections 13 and 24 & T21N R14E Sections 5, 7, 8, 9, 10, 15, 16, and 19, New Mexico. Project is alongside multiple Forest Service Roads, see attached map. SITE VISIT DATE AND TIME: A site visit is scheduled for 08/12/2026 to view the project area and discuss the objectives of this contract. The meeting will take place at 0900 AM local time at Camino Real Ranger District Office (15160 State Rd. 75, Peñasco, NM 87553). PERIOD OF PERFORMANCE: The period of performance of this contract is from date of award through 11/15/2028. DESCRIPTION OF WORK: The objectives of the Alamitos Stewardship SC for the removal of standing and downed fire killed trees within the Hermit’s Peak/Calf Canyon (HPCC) Fire footprint of 2022 on the Carson National Forest. The objective of this project is to provide post fire rehabilitation by removing hazards and fuel loading, as well, to utilizing this material to support local communities with free use firewood. This work will be accomplished by cutting, skidding, processing, and decking approximately 662 acres within the HPCC fire footprint. Loading, hauling, and unloading this material to community wood banks for distribution to the local community by the county. The last objective is to process fuelwood at landings within the project area to provide for public fuelwood gathering while minimizing risk of cutting on decked timber.
