General Information Solicitation Number: HQC00526QE027 Title: Snow and Ice Removal Services, Fort Carson Commissary Agency: Defense Commissary Agency (DeCA) NAICS Code: 561730 - Landscaping Services Size Standard: $9.5 Million Set-Aside: 100% Small Business Set-Aside Contract Type: Firm-Fixed-Price (FFP) Description This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The Defense Commissary Agency (DeCA) has a requirement for non-personal commercial services to provide all personnel, labor, supervision, equipment, tools, and materials necessary for Snow and Ice Removal Services at the Fort Carson Commissary, located in Fort Carson, Colorado. Period of Performance: The anticipated contract will consist of a 12-month base period and four (4) 12-month option periods. The base period is scheduled to commence on November 1, 2026, and conclude on October 31, 2027. Scope of Work & Critical Timelines The objective is to ensure safe, uninterrupted access to the facility by removing snow and ice to a "bare pavement" standard within specified timeframes. Offerors must be able to meet the following critical performance timelines: Response Time: Begin snow removal operations within two (2) hours of notification. Priority 1 Areas: (Main customer/employee pathways, primary access roads) must be cleared to bare pavement within six (6) hours after snowfall ceases. Priority 2 Areas: (Receiving and parking lots) must be cleared to bare pavement within twelve (12) hours after snowfall ceases. Continuous Operations: Required when snow accumulation rates exceed one inch per hour. Basis for Award Award will be made to the responsible offeror whose quote conforms to the solicitation and is based on the Lowest Priced Technically Acceptable (LPTA) methodology. The evaluation will be conducted in three steps: Price Evaluation: Proposals will be ranked from lowest to highest evaluated price. The total evaluated price will include the base period and all four option periods. Technical Acceptability Evaluation: The Government will evaluate the technical proposal of the lowest-priced offeror first on a pass/fail basis. To be rated "Acceptable," the offeror’s technical proposal must demonstrate the ability to meet the minimum requirements outlined in the Statement of Work (SOW). Award Determination: If the lowest-priced offer is determined to be Technically Acceptable, the evaluation process stops, and that offeror will be selected for award.
