This is a combined synopsis/solicitation for commercial service items prepared in accordance with FAR Part 12.201-1 Acquisition of Commercial Products and Commercial Services, FAR Part 12.201-1 Simplified Procedures, and FAR 12.102(a). This solicitation is an Open Market, 100% Total Small Business Set-Aside under NAICS 811310 (Size Standard: $12.5 Million) and PSC J043. It will be posted on SAM.gov. The RFQ Solicitation Number is N0018926QW262 NAVSUP Fleet Logistics Center Norfolk, Contracting Department, Groton, CT Office intends to award a Firm Fixed-Price Purchase Order for Annual contract for two (2) semi-annual onsite Preventive Maintenance Visits. These visits will consist of (1) service preventive maintenance visit and (1) inspection maintenance visit covering (18) air compressors, (2) oil-water separators, (11) air dryers and (10) air filters from various manufacturers that are located across multiple building locations aboard Naval Submarine Base New London in Groton, CT 06349 for a Base Year and three (3) one-year and (1) six-month option periods from 01 September 2026 to 28 February 2031. This firm fixed price annual service contract shall include all labor, maintenance related parts and travel to Groton, CT 06349. The contract includes a Base Year and three (3) one-year and (1) six-month option periods with a required period of performance from 01 September 2026 to 28 February 2031, ARO. This firm-fixed-price annual services shall include all parts, labor, travel, and two (2) onsite semiannual preventive maintenance, testing, and calibration visits. Active registration in SAM.gov is required prior to award. Questions must be submitted via email to sharon.j.dexter.civ@us.navy.mil no later than Friday, 14 August 2026 at 12:00 PM EST. The Government reserves the right not to respond to any questions received concerning this solicitation after the questions receipt date. Quotes must be submitted via email directly to sharon.j.dexter.civ@us.navy.mil by Thursday, 20 August 2026 at 12:00 PM (Noon) Eastern Standard Time, EST. Quotes must include pricing for the Base and all Option Years, CAGE Code, UEI, TIN, FOB point, and point of contact. DO NOT SUBMIT QUOTES THROUGH NECO. EVALUATION The Government will award based on price unless the contracting officer is aware of past performance information related to the low-price quote offer which indicates that quote offer may not represent best value. In that case, the Government reserves the right to consider the past performance of other quotes-offers, conduct a price, past performance tradeoff, and award other than the lowest price quote offer. Potential vendors shall complete and submit signed Standard Form SF1449 Solicitation N0018926QW262 and applicable amendments in accordance with the incorporated Instructions to Quoters and send via email attachment to sharon.j.dexter.civ@us.navy.mil.
