Statement of work, as posted

The Naval Air Warfare Center Weapons Division (NAWCWD), Point Mugu, California, intends to award a Firm Fixed Price (FFP) contract on an other than full and open competition basis to Textron Systems Corporation, 124 Industry Lane, Hunt Valley, MD 21030-3342. This acquisition is being conducted under the procedures of FAR Part 12 Acquisition of Commercial Products and Commercial Services. NAWCWD Electronic Warfare Integrated Laboratories (EWIL) has a follow-on requirement in support of the Electronic Warfare Systems Integration Test Environment (EW SITE) to provide comprehensive lifecycle support, including on-call and on-site maintenance, system upgrades, replacement parts provisioning, and personnel training. In accordance with FAR 6.302-1 Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements, Textron Systems provides unique capabilities that are not available from any other source. Textron Systems is the original equipment manufacturer of the A2PATS and the only source with full data rights to provide systems support. This notice of intent is not a request for competitive proposals; however, any firm believing it can fulfill the requirement identified above may submit a written response to be received at the Contracting Office no later than 15 days after the date of publication of this notice, which shall be considered by the agency. The written response shall reference solicitation number N68936-26-RFPREQ-D0AH100-0235 and provide a capability statement that clearly indicates the firm’s experience, assets, background, and ability to perform the required work without compromising the quality, accuracy, reliability, and schedule. Written responses shall be submitted by e-mail to Tabitha Weaver at tabitha.m.weaver3.civ@us.navy.mil. The solicitation or Request for Proposal (RFP) will be posted on the SAM website at http://www.sam.gov/ on or about 10 September 2026. All responsible sources must be registered in the System for Award Management (SAM) database at the following website: https://www.sam.gov/portal/public/SAM/. Contractors must be certified through Defense Logistics Information Services (DLIS) in order to access Controlled Unclassified Information within FBO. See the DLIS website for registration details: http://www.dlis.dla.mil/jcp/. Contractors must be certified through Defense Logistics Information Services (DLIS) in order to access Controlled Unclassified Information (CUI) or Export Controlled Information. Access to CUI is limited, to a single point of contact (POC) per CAGE code, who is listed as the Data Custodian on the DD 2345 and approved by Defense Logistics Agency (DLA). The DD 2345 must be approved prior to requesting access to CUI in SAM.gov. Contractors are responsible for coordinating with their CAGE code’s Data Custodian POC to request access to CUI.
