J041--Chillers and Cooling Towers Repairs

Department of Veterans Affairs · 261-NETWORK CONTRACT OFFICE 21 (36C261)
Account requiredWhy it scored this way

Every reason behind the verdict rather than the headline one — which of your certifications match, how much runway is left, whether the work is your size, and what we would need to know to sharpen it.

Solicitation documents

The requirements that decide a bid — bonding, clearances, experience minimums, page limits — live in the attachments, not in the notice above. Start a free trial to upload them and have them read.

Draft the paperwork

Written against this notice and what you have told us about your company. Anything we do not know is marked [NEEDS INPUT] in the draft rather than guessed at — read it before you send it. Federal notices routinely put the real requirement in an attachment; adding the documents above makes every one of these materially better.

Start a free trial to draft these. Nothing is sent to an agency on your behalf, ever — you get a document to review, edit and submit yourself.

What would disqualify you

Read straight from the solicitation documents: the bonding, clearances, insurance minimums, experience thresholds and deadlines that decide whether you can bid at all — before you write a word.

Sources Sought response

A complete draft response — capability statement, relevant past performance, business size and socioeconomic status, and answers to the agency's specific questions.

Questions to submit

Genuine ambiguities and requirements that disadvantage a smaller bidder, drafted as questions you can submit before the Q&A deadline.

Past performance write-ups

Which of your prior awards best match this requirement, and draft write-ups in the format the agency asked for.

Statement of work, as posted

Notice of Intent to Sole Source Chiller Tower Repairs The Department of Veterans Affairs (VA), Northern California Health Care System, intends to award a firm-fixed-price contract on a sole-source basis to EWA Direction, Inc., a verified Service-Disabled Veteran-Owned Small Business (SDVOSB), for chiller tower repair services at VA facilities within the Northern California Health Care System. The anticipated period of performance is one year from the date of contract award. The contractor shall provide all labor, supervision, materials, equipment, tools, transportation, and incidental services necessary to perform the required chiller tower repairs and associated work in accordance with the Government s specifications and applicable manufacturer, safety, and code requirements. Authority The Government intends to solicit and negotiate with only one source under the authority of 38 U.S.C. § 8127, as implemented by applicable provisions of the Federal Acquisition Regulation (FAR) and Veterans Affairs Acquisition Regulation (VAAR), including the authority to award contracts to verified SDVOSB concerns. The contemplated acquisition may also be conducted pursuant to the applicable procedures in RFO 12.201-1 and RFO 6.103-5 (c)(1), as appropriate to the final acquisition strategy. Basis for Proposed Sole-Source Award EWA Direction, Inc. is being considered for this requirement because the firm is identified as a verified SDVOSB and is considered capable of providing the specialized chiller tower repair services required by the Northern California Health Care System. The Government anticipates that restricting consideration to EWA Direction, Inc. will meet the Government s needs while supporting the statutory SDVOSB contracting program. This notice is not a request for competitive quotations or proposals. However, interested concerns that believe they can provide the required services may submit a capability statement for the Government s consideration. Information received will be used solely to determine whether the planned sole-source acquisition should be revised.
