Statement of work, as posted

This is a presolicitation notice of the Government's intent to award a sole source contract to Exodynamics for Engineering Support for Product Improvement, System Engineering, Process Engineering, System Safety, In-Service Engineering, Program Management, Analytical and Organizational Assessment for Next Generation Cartridge Actuated Devices (CADs) and Propellant Actuated Devices (PADs). The Naval Air Systems Command (NAVAIR), on behalf of the Cartridge Actuated Devices and Propellant Actuated Devices Joint Program Office (CAD/PAD JPO), previously issued a Sources Sought Notice (N00421-26-RFPREQ-WPM202-0126) on May 15, 2026, seeking interested parties capable of providing comprehensive engineering support. In response to the Sources Sought Notice, the Government received four (4) capability statements. After a thorough evaluation of all submissions against the stringent requirements outlined in the Sources Sought, only one (1) respondent, Exodynamics, was determined to possess the unique and extensive expertise required to meet the Government's needs. Specifically, Exodynamics demonstrated the requisite "extensive expertise in the chemistry, physics, ballistics, mechanical design, manufacture, and analysis of energetic devices, materials, and systems," "in-depth knowledge of the CAD/PAD industrial base, relevant government/commercial standards, and safe handling/fabrication of energetic materials and components," and "extensive working knowledge of both innovative and standard energetic materials, fielded cartridge/CAD/PAD/AEPS designs, and experience investigating failure modes at all system level". No other respondent demonstrated the full breadth and depth of these critical capabilities. Therefore, the Government intends to award a sole source contract to Exodynamics under the authority of Federal Acquisition Regulation (FAR) 6.302-1, "Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements." This notice is not a request for competitive proposals. However, any firm that believes it can meet the stated requirements and demonstrate the unique capabilities described in the original Sources Sought Notice (N00421-26-RFPREQ-WPM202-0126) may submit a capability statement. The capability statement must provide clear and convincing evidence that the firm possesses the necessary qualifications and can provide the required services at a level of expertise equivalent to or exceeding that of Exodynamics. Responses to this presolicitation notice must be submitted electronically to the primary point of contact listed below by 28 August 2026 at 02:00 PM EDT. All information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
