THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. Per FAR 52.215-3. (a) The Government does not intend to award a contract on the basis of this Request for Information (RFI) or otherwise pay for the information solicited. Responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. This RFI is issued solely for information and planning purposes; it does not constitute a Request for Proposal (RFP), Request for Quote (RFQ), or a promise to issue an RFP or RFQ. Furthermore, those who respond to this RFI should not anticipate feedback regarding its submission. This RFI does not commit the Government to contract for any supply or service. DLA Contracting Services Office (DCSO-R3) is not currently seeking proposals. DCSO-R3 will not pay any cost incurred in response to this RFI. All costs associated with responding to this RFI will be solely at the responding party’s expense. Not responding to this RFI does not preclude participation in any future RFP or RFQ. Background & Scope: Defense Contracting Services Office (DSCO-R3) is seeking information from potential sources capable of providing comprehensive exterior and interior carpentry operations support services, including routine maintenance, repairs, and minor renovations at the Andrew T. McNamara Headquarters Complex (HQC) in Fort Belvoir, VA. The HQC utilizes highly visible, industrial-level facilities requiring continuous functionality, aesthetic appeal, and stringent safety compliance. The Government is seeking contractors capable of providing firm-fixed-price routine maintenance as well as ad-hoc, alteration, and emergency repair services under an Indefinite Delivery/Indefinite Quantity (IDIQ) contract framework. The anticipated period of performance is a one (1) year base period with four (4) one-year option periods. Trade and Licensing Qualifications: The Government is specifically seeking responses from contractors that are: Capable of providing highly skilled and licensed trades personnel, including a Master Carpenter/Supervisor, Cabinetmaker, Roofer, Framer, Mason, Drywall Installer, Floor Coverer, Painter, and a certified Locksmith (available 24/7). Capable of ensuring all assigned personnel possess and maintain an active Secret facility security clearance prior to accessing the site. Experienced in complying with federal, state, and local building codes, ADA requirements, OSHA regulations, and recognized industry standards (e.g., AWI, ASTM). Overview of Requirement: A draft Performance Work Statement (PWS) is provided as an attachment. Proposed NAICS Code: The proposed North American Industry Classification System (NAICS) Code is 238350 for Finish Carpentry Contractors. (NAICS code is provided for market research purposes only and may change prior to any future solicitation). KEY CAPABILITY REQUIREMENTS: To successfully perform this requirement, a contractor must demonstrate the capability to meet the following critical elements: Emergency & Incident Response: Provide 24/7 emergency on-call capabilities with a guaranteed on-site response within one (1) hour, temporary stabilization within two (2) hours, and permanent repair schedules agreed upon within eight (8) hours. Security & Clearances: Ensure that the company holds the appropriate Facility Security Clearance (FCL) and can supply a fully staffed team of tradespeople who possess verifiable Secret clearances to work in restricted DLA and DTRA environments without requiring escorts. Specialized Personnel & IDIQ Management: Provide a highly qualified, dedicated on-site Project Manager with a minimum of ten (10) years of experience in industrial operation and maintenance, capable of overseeing complex IDIQ task orders, managing sub-trades, and utilizing a Computerized Maintenance Management System (CMMS) for daily reporting and dispatch. Capability Statement Requirements: Interested parties shall submit a capability statement that includes, at a minimum: Company name, address, UEI, CAGE code, and business size. Primary point of contact. Business socioeconomic status (e.g., Small Business, HUBZone, 8(a), WOSB, SDVOSB, etc.). Evidence that the company holds or can easily obtain the necessary Facility Security Clearance (FCL) and clear personnel to the Secret level. Description of the firm’s experience providing comprehensive carpentry, masonry, roofing, and general facility maintenance services to Federal, State, or commercial customers. Description of the firm's experience managing Indefinite Delivery/Indefinite Quantity (IDIQ) contracts. Geographic areas serviced. 24/7 Emergency response and on-call capabilities, particularly for critical trades like locksmithing. Description of any value-added services, including preventive and predictive maintenance planning, CMMS operations, and material lifecycle support. Examples of similar projects performed within the last five years, including customer, contract number, contract value, description of work, and period of performance. Questions for Industry: The Government requests responses to the following: Does your company currently hold an active Facility Security Clearance (FCL)? Are you capable of supplying a workforce (including specialized trades like locksmiths and master carpenters) with active Secret clearances? What is your company's experience managing varying volumes of work under an IDIQ contract structure? Can your company consistently meet a 1-hour on-site response time for emergency service orders (24/7)? What CMMS software or similar dispatch and tracking systems do you utilize for reporting and preventive maintenance? Are your services available through existing Government-wide acquisition contracts (e.g., GSA Multiple Award Schedule) or other contract vehicles?
