The Department of the Navy, Naval Facilities Engineering Systems Command (NAVFAC), intends to award a sole-source, firm-fixed-price contract to Rocscience Inc. (or its authorized sole distributor) for annual proprietary geotechnical engineering software network subscriptions. This procurement is conducted under the authority of FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. The contractor shall provide the following annual network subscriptions to support NAVFAC geotechnical analysis and engineering operations: RSPile – Two (2) Network Subscriptions Settle3 – Two (2) Network Subscriptions Slide2 – Two (2) Network Subscriptions The period of performance for this requirement is August 22, 2026, through August 21, 2027. Rocscience Inc. is the sole developer and proprietary owner of RSPile, Settle3, and Slide2 software. These specialized geotechnical analysis tools utilize proprietary calculation engines and algorithms. No other software packages are compatible with existing NAVFAC project models or can satisfy the agency's specific analytical consistency requirements without risking computational errors and workflow disruption. This is a Notice of Intent and is NOT a request for competitive proposals. However, in accordance with FAR 5.207(c)(16)(ii), all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. Capability statements must be submitted electronically to the NAVFAC Point of Contact (POC) listed below no later than the Response Date specified in this notice. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
