Subject: SPECIAL NOTICE Description: NOTICE OF INTENT TO SOLE SOURCE The Department of Veterans Affairs (VA), Network Contracting Office (NCO) 22, intends to issue a Firm Fixed Priced contract under the authority of Federal Acquisition Regulation (FAR) Overhaul 12.102 (a). Award is anticipated to occur on or about August 26, 2026, to Joint Commission Resources, Inc. NCO 22 intends to non-competitively award this requirement to Joint Commission Resources, Inc. since the brand of mock survey tool platform is most capable of ensuring that evaluation and survey activities can fulfill the requirement and no other source can. This requirement includes the purchase of mock survey tool software for the Veterans Integrated Service Networks (VISN) 5 headquartered at 300 Oceangate Ste. 700, Building 149, Long Beach, CA 90802. The mock survey tool platform will be utilized by trained staff to create customized reports, including the Joint Commission Health Accreditation Body s SAFER Matrix, by assessing data from multiple sources, including Accreditation Manager Plus, self-collected tracer data, Requirements for Improvement (RFIs) and data from Joint Commission surveys, and findings from the Tracers with the AMP mock survey add-on module. The North American Industry Classification System (NAICS) code for this requirement is 813920 with the size standard of $23.5 million. The applicable Product Service Code is R420. It is the Government's belief that only the proposed candidate possesses the required capabilities to successfully meet this requirement. It is the Government's intention to solicit and negotiate with only this source. This notice of intent is not a request for competitive proposals. It is not a solicitation or request for offers. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government If said OFFER and technical capabilities/narrative is received no later than August 25, 2026 10:00 am Pacific, the narrative will be considered by NCO 22. All responses must be submitted to the Government point of contact at the email address shown below. No telephonic inquiries will be accepted. All responses must be emailed to Edgar Alvizar, Contract Specialist, Edgar.Alvizar@va.gov. A determination by the Government not to open the requirement to competition based upon the responses to this notice is solely within the discretion of the Government.
