USGS Intent to Award Notice: TechInsights The U.S. Geological Survey (USGS), National Minerals Information Center (NMIC), intends to award a non-competitive purchase order to TechInsights, located in Greenwood Village, CO, for a one-year, one user subscription to the TechInsights Decision Support System (Critical Material Coverage) and Critical Materials Council (CMC) Associate Membership, for the period of 09/08/2026 to 09/07/2027. TechInsights provides unique semiconductor materials intelligence that combines semiconductor manufacturing analysis with semiconductor materials supply chain intelligence, facility-level information, geopolitical analysis, pricing data, technology trend analysis, and expert analyst access. The platform provides visibility across the semiconductor value chain from raw materials through finished semiconductor devices. No other vendor identified during market research provides the same semiconductor materials intelligence, rare gas supply chain analysis, advanced semiconductor process material analysis, and industry engagement through the Critical Materials Council. This information is critical to NMIC because rare gases and semiconductor-related critical materials were recently added to NMIC¿s portfolio of responsibilities. The information supports NMIC products and analyses including the Mineral Commodity Summaries (MCS), Minerals Yearbook (MYB), the List of Critical Minerals, Defense Logistics Agency assessments, interagency supply chain analysis, and requests from policymakers and leadership throughout the Federal Government. In accordance with Revolutionary FAR Overhaul (RFO) 5.101(c)(4)(vi), all responsible sources may submit a quotation which shall be considered by the agency, however, THIS NOTICE IS FOR INFORMATIONAL PURPOSES ONLY. THIS IS NOT A REQUEST FOR COMPETITIVE QUOTATIONS. The Government intends to award this requirement noncompetitively in accordance with RFO 12.102(a). Responses must be emailed to Contracting Officer, Leah Williams at leah_williams@ios.doi.gov. Responses shall reference Solicitation #DOIGFBO260036 in the subject line. The NAICS code is 513120. The size standard is 1,000 employees. The anticipated award date is 09/08/2026. The anticipated contract will be firm fixed-price. A vendor must be registered at https://www.sam.gov to be awarded the purchase order.
