THIS IS AN UNRESTRICTED (FULL-AND-OPEN COMPETITION) RFP WITH A BRAND-NAME REQUIREMENT UNDER NAICS CODE 236220. THE SMALL BUSINESS SIZE STANDARD FOR THIS NAICS CODE IS $45,000,000.00.The United States Corps of Engineers Europe District has a requirement on behalf of the United States Air Force (USAF) to build and extend the munitions storage area (MSA) on Rygge Air Station in support of USAF contingency operations in Norway. The project includes the construction of 20 ammunition storage magazines (earth-covered magazines, or ECMs) to accommodate a total Net Explosive Weight (NEW) of 3,000,000 pounds. A standard ammunition storage magazine design which supports up to a maximum capacity of 165,000 pounds NEW will be used for all 20 magazine/bunkers. Supporting facilities include three concrete munitions assembly pads (two 150 ft by 150 ft pads and one 250 ft by 250 ft pad), gravel roads, bermed areas, lighting, security fencing surmounted by barbed wire, and utility connections for communications and electrical. This project is in direct support of the European Deterrence Initiative (EDI) and the Supplementary Defense Cooperation Agreement (SDCA) between the United States and the Government of Norway, and is intended to be compatible with applicable NATO, DoD, Air Force, and host-nation design standards.
