The U.S. Department of Justice, Executive Office for Immigration Review (EOIR), created the Legal Access Services for Reunified Families (LASRF) Program pursuant to the Settlement Agreement in Ms. L., et al. v. U.S. Immigration and Customs Enforcement, et al., 18-cv-00428 (S.D. Cal. Oct. 16, 2023) (“Settlement Agreement”). The LASRF Program is divided into two components: (1) federalized services, including group orientations and group workshops, that EOIR provides, and (2) individualized services, including legal advice and document preparation, that the Contractor provides under this Statement of Work (SOW). EOIR, through the federalized program, also operates a centralized email address and telephone number to receive requests for assistance and to connect eligible individuals to the full range of legal services that are available under the Settlement Agreement. The Government seeks a contractor to satisfy the Government’s obligations under the Settlement Agreement by delivering individualized legal services that complement the group orientations and workshops that EOIR provides to Program Participants. Amendment 0001: The due date for receipt of proposals is hereby extended from July 13, 2026, at 10:00am Eastern Time to July 27, 2026, 10:00am Eastern Time. All other terms and conditions of the solicitation remain unchanged. Amendment 0002: The due date for receipt of proposals is hereby extended from July 27, 2026, at 10:00am Eastern Time to August 10, 2026, 10:00am Eastern Time. All other terms and conditions of the solicitation remain unchanged. Amendment 0003: The due date for receipt of proposals is hereby extended from August 10, 2026, at 10:00am Eastern Time to August 31, 2026, 10:00am Eastern Time. All other terms and conditions of the solicitation remain unchanged. Amendment 0004: The purpose of this amendment is to amend the solicitation and provide responses to questions received via Attachment 3 - Question and Answers. The due date for receipt of proposals is hereby extended from August 31, 2026, at 10:00am Eastern Time to September 07, 2026, 10:00am Eastern Time. All documents associated with this amendment hereby replaces all previous versions.
