W065--Notice of Intent (NOI)-Sole Source-Olympus America, Inc Gastrointestinal Endoscope Medical Equipment Lease Equipment

Department of Veterans Affairs · 256-NETWORK CONTRACT OFFICE 16 (36C256)
Account requiredWhy it scored this way

Every reason behind the verdict rather than the headline one — which of your certifications match, how much runway is left, whether the work is your size, and what we would need to know to sharpen it.

Solicitation documents

The requirements that decide a bid — bonding, clearances, experience minimums, page limits — live in the attachments, not in the notice above. Start a free trial to upload them and have them read.

Draft the paperwork

Written against this notice and what you have told us about your company. Anything we do not know is marked [NEEDS INPUT] in the draft rather than guessed at — read it before you send it. Federal notices routinely put the real requirement in an attachment; adding the documents above makes every one of these materially better.

Start a free trial to draft these. Nothing is sent to an agency on your behalf, ever — you get a document to review, edit and submit yourself.

What would disqualify you

Read straight from the solicitation documents: the bonding, clearances, insurance minimums, experience thresholds and deadlines that decide whether you can bid at all — before you write a word.

Sources Sought response

A complete draft response — capability statement, relevant past performance, business size and socioeconomic status, and answers to the agency's specific questions.

Questions to submit

Genuine ambiguities and requirements that disadvantage a smaller bidder, drafted as questions you can submit before the Q&A deadline.

Past performance write-ups

Which of your prior awards best match this requirement, and draft write-ups in the format the agency asked for.

Market intelligence

Account requiredWho wins this work, and what it pays

Comparable awards under NAICS 339112 at this agency — the incumbent, what they were paid, when their period of performance ends, and the real pricing distribution rather than the headline number. From public federal award records.

Statement of work, as posted

SPECIAL NOTICE NOTICE OF INTENT TO SOLE SOURCE/AWARD The Network Contracting Office (NCO) 16, located at Galleria Financial Center, 5075 Westheimer Rd, Ste 750, Houston, TX 77056, intends to solicit and award Sole Source, Firm-Fixed-Price, lease agreement with a base year and two one year option periods to one Large Business (LB) source, Olympus America, Inc. The Gastrointestinal Endoscope Medical Equipment Lease equipment and accessories will be for the Central Arkansas Veterans Healthcare System (CAVHS) Little Rock, AR 72112. Olympus equipment is currently being utilized and standardized at CAVHS. Olympus products are proprietary to the OEM. This purchase will be made under FAR Part 8 and Limiting Sources, as authorized by FAR 8.405 6. A Firm Fixed Price lease is the optimal acquisition approach because the required endoscopy systems and accessories are commercially available on the Federal Supply Schedule (FSS) under Olympus Contract 36F79721D0168, permitting ordering under FAR Subpart 8.4. The FFP lease structure ensures predictable, stable pricing over the base and option years, which supports budgeting and reduces administrative burden. Under this model, all required equipment, embedded software, and OEM warranty support are provided at known, pre-negotiated rates, eliminating cost variability and ensuring uninterrupted clinical capability for CAVHS. Leasing through the FSS under FAR 8.4 also accelerates procurement timelines, maintains compliance with pre established Schedule terms and conditions, and guarantees access to OEM authorized maintenance essential for patient safety, equipment standardization, and operational readiness across the VA healthcare system. Olympus America is the Original Equipment Manufacturer (OEM) for the Gastrointestinal Endoscope Medical Equipment Lease equipment and accessories that will be leased, that include but not limited to: Quantity Model Kit Components Description 4 CV-1500 CV-1500 Video System Center 5 MAJ-2428 12G-SDI cable 2.9M 5 MAJ-2429 12G-SDI cable 8. 5M 5 OEV321UH OEV321UH UHD 4K 32 inch Monitor 8 CF-EZ1500DL CF-EZ1500DL 2 GIF-EZ1500 GIF-EZ1500 2 GIF-1TH190 GIF-1TH190 (US) 1 TJF-Q190V-LOWAX-VA TJF-Q190V Duo LowAx - VA 1 TJF-Q190V US 1 RWUA-3545P "REVOWAVE 0.035"" 450cm ANG ULTRA HARD" 1 DNJF-22-090-230 HANAROSTENT DUO UNCOVERED 22 DM 9CM 1 TJF-Q190V-LOWAX-VA TJF-Q190V Duo LowAx - VA 1 TJF-Q190V US 1 RWUA-3545P "REVOWAVE 0.035"" 450cm ANG ULTRA HARD" 1 DNJF-22-090-230 HANAROSTENT DUO UNCOVERED 22 DM 9CM 5 OFP-2 OFP-2 FLUSHING PUMP 5 UCR UCR WITH CYLINDER HOSE (US) 4 CV-190 CV-190 EVIS EXERA III Video Processor 4 CLV-190 CLV-190 100V w/ Power Cord 2 GIF-1100 GIF-1100 EVIS X1 Gastroscope 2 CF-HQ190L CF-HQ190L EVIS EXERA III HD Colonoscope 1 APLIO 1800 EUS XT APLIO 1800 EUS XT Process w Adv Features 1 APLIO US CABLE APLIO US CABLE Ultrasound EUS Aplio i800 1 APLIO US CABLE APLIO US CABLE Ultrasound EUS Aplio i800 1 GF-UE190 GF-UE190-U W/BS(EN) 1 PCF-H190TL PCF-H190TL SLIM COLONO SH BEND RETROFLEX 4 MAJ-1430 MAJ-1430 VIDEOSCOPE CABLE EVIS EXERA II 4 MAJ-1916 MAJ-1916 CV-190 INTERFACE CONVERT DEVICE 4 MAJ-1918 MAJ-1918 REMOTE CABLE PERIPH DEVICE 1.8M 4 CV-SDI-10 CV-SDI-10 HD Video cable for CV-190 10' 4 Z4640-00 Z4640-00 Provation p-emulator trigr cabl 10 MAJ-2426 12G-SDI cable 1.5M 1 GIF-XP190N GIF-XP190N ULTRA-SLI The North American Industry Classification (NAICS) code for this acquisition is 339112, Surgical and Medical Instrument Manufacturing.
