The Naval Air Systems Command (NAVAIR), Air Combat Electronics Program (PMA 209), Patuxent River, MD intends to negotiate and award a new Delivery Order under Contract N0001925G0003 with Northrop Grumman Systems Corporation, Melbourne, FL to update the CAINS II ASN139 Test Bench Technical Data Package (TDP). This acquisition is using Simplified Procedures for Noncommercial Acquisitions and is being pursued on a sole-source basis under the authority of 10 U.S.C 3205(a)(1), Simplified procedures for small purchases, as implemented by Federal Acquisition Regulation (FAR) Part 13.101-(b), only one source is responsibly available and no other supplies or services will satisfy agency requirements. Northrop Grumman is the OEM and has design authority for the CAINS II ASN?139 system and its baseline data (configuration, calibration, test procedures, and interface information). This data and the associated algorithms are proprietary and tightly linked to the certified hardware/software configuration. Only Northrop Grumman has the legal rights, tools, and technical expertise to generate, update, and validate this baseline without jeopardizing system performance, safety, or existing certifications. THIS PRESOLICITATION NOTICE IS NOT A REQUEST FOR PROPOSAL. This notice outlines the Government’s intent to contract on a sole source basis with Northrop Grumman. All responsible sources may submit a capability statement, proposal or quotation, to be considered by the agency to Kassidy Cross at Kassidy.a.cross.civ@us.navy.mil. However, no contract will be awarded solely on the basis of offers received in response to this presolicitation notice.
