This is a COMBINED SYNOPSIS/SOLICITATION prepared in accordance with the information in FAR Part 5, FAR Part 12 Acquisition of Commercial Products and Commercial Services. This announcement constitutes the only solicitation. This combined synopsis/solicitation SHALL be posted on the Government Point of Entry (GPE), located at Contract Opportunities at SAM.gov. This solicitation documents and incorporates provisions and clauses in effect through Revolutionary FAR Overhaul July 1, 2026. It is the responsibility of the contractor to be familiar with the applicable clauses and provisions. The clauses may be accessed in full text at this web address: https://www.acquisition.gov/far-overhaul/far-part-deviation-guide. This solicitation is a request for quotations (RFQ) and is for commercial services. The RFQ number is N0018926QD201. The NAICS code is 519290 and the Small Business Standard is 1,000 number of employees. NAVSUP FLC Norfolk Contract Department Pentagon Directorate located at 700 Robbins Ave Building 2B Philadelphia PA 19111 intends to acquire legislative subscriptions services to evaluate web-based Congressional/Legislative products capable of providing timely access to detailed information regarding activities in the U.S. Congress that impact Navy manpower, personnel, training education (MPT&E) programs, policies and budgets, IAW with specifications included in the PWS. The Period of Performance is anticipated to start 01 October 2026 through 30 September 2027 followed by four (4) one-year option periods. The proposed contract action is for commercial services for which the Government intends to solicit competitively IAW FAR Part 12. This announcement will close at 4:00 PM EST on 28 August 2026. All quotes shall be submitted in writing via email to, Dakota Laughlin, dakota.w.laughlin.civ@us.navy.mil, Kevin Clauson, kevin.m.clauson.civ@us.navy.mil, and Adelina Lozzi, adelina.lozzi.civ@us.navy.mil. Quoters must be registered in the SAM database to be considered for award. Registration is free and can be completed on-line at http://www.sam.gov/. The Government will not pay or reimburse any interested party that responds to this posting.
