Description: The U.S. Army Contracting Command - New Jersey, on behalf of the Office of the Project Manager, Maneuver Ammunition Systems (PM-MAS), is seeking to identify potential sources capable of providing a 50mm weapon based Air Defense Counter-Unmanned Aircraft System (C-UAS) system. Specifications: Interested parties are requested to outline their existing or conceptual capabilities to integrate a 50mm ammunition solution to effectively track, engage, and defeat Class 1, 2, and 3 UAS threats. To support potential development, integration, and demonstration efforts, the USG may consider providing the following: Hardware (Loan): One (1) XM913 50mm cannon assembly. Ammunition: Required quantities of 50mm ammunition for testing and demonstration. Technical Data: Necessary technical information, specifications, and interfaces required for system integration*. Test Facilities: Access to a USG test facility to conduct a live-fire capability demonstration. Submission Information: THIS IS NOT A SOLICITATION AND DOES NOT OBLIGATE THE GOVERNMENT TO ISSUE A SOLICITATION. Please be advised that the Government will not pay for any information submitted under this announcement. Interested companies should submit their qualifications and capabilities electronically within 30 days of this notice to: michael.t.lau3.civ@army.mil and jennifer.m.rustwick.civ@army.mil to the original response date, which is no later than 31 August 2026 @ 3 PM EST. Interested companies should respond by providing the Government with the following information: (1) Name of company and CAGE Code; (2) Point of Contacts name, telephone number and E-mail address; (3) Company address; (4) Business size information; (5) Identification of whether you are interested in this opportunity as a prime or a subcontractor; (6) A detailed description of the company’s capabilities pertaining to C-UAS, proposed C-UAS system architecture, fire control/sensor integration, detailed draft test or demonstration plan, ] and how the platform will successfully employ the 50x228mm ammunition against the specified target set. In addition, the response shall provide a detailed, estimated timeline and schedule to design, integrate, and deliver a weapon system ready for a live-fire demonstration. (7) A brief summary of possible partnering/teaming arrangements; Please identify any proprietary information submitted. A respondent to this survey must have the majority of the skills and facilities that are required to manufacture this item. If a respondent does not have these resources (technical, manufacturing, personnel, etc.) available, then it must demonstrate its ability to obtain them in a reasonable time period. If a respondent chooses to utilize the services of sub-tier vendors or subcontractors, those vendors or subcontractors must also meet the same resource criteria as the prime contractor. Please coordinate all teleconference requests through both listed points of contact no later than August 24, 2026, at 3:00 PM EST. *Performance Specifications or Technical Data: AT THIS TIME, NO PERFORMANCE SPECIFICATIONS OR TECHNICAL DATA WILL BE PROVIDED. In the event that the United States Government (USG) establishes a formal requirement for the 50mm CUAS system, relevant information will be distributed to support the effort at that time. To expedite future access, the USG invites interested parties to proactively submit a completed AMSTA-AR Form 1350 and an active DD Form 2345 (Militarily Critical Technical Data Agreement) now. Completing these security steps ahead of time will ensure the seamless distribution of restricted data if a formal requirement materializes. Please note: Providing these forms at this stage is strictly optional. Submissions without an accompanying AMSTA-AR Form 1350 or DD Form 2345 are fully acceptable and will not disqualify a company's response to this market survey. In the event the Government releases technical data with Limited Distribution Technical Data (only if this action materializes into a formal requirement) (i.e. anything other than Distribution A), Requests for the performance specification shall be submitted in writing using AMSTA-AR Form 1350 Technical Data Request Questionnaire (attached) along with a signed DD 2345 Military Critical Technical Data Agreement form (attached). Offerors must be registered with the U.S./Canada Joint Certification Office to obtain a copy of the limited distribution data (See https://www.public.dacs.dla.mil/jcp/ext/ for instructions and information). Offerors should submit their certification via DD Form 2345 or register immediately. In order to provide the data to foreign subcontractors, offerors must apply for an export license. An offeror's delay in applying for DD 2345 certification or an export license will not be a basis to extend the closing date of any future request for proposal. If your company does not have a signed DD 2345 Military Critical Technical Data Agreement Form, then before submitting your company’s JCP Certification Request or DLA Enhanced Validation Request to JCP directly, please make sure the following items have been completed: 1. Complete SAM registration and ensure that all your CAGE information is correct and active at https://sam.gov/content/home. 2. Your NIST assessment results must be documented in the Supplier Performance Risk System (SPRS) at https://www.sprs.csd.disa.mil/. 3. Review and complete the Introduction to Proper Handling of DoD Export- Controlled Technical Data. a. Export Control Compliance Training for all Data Custodians and Alternate Data Custodians who require access to DoD Unclassified Export Controlled Technical Data. Please review and complete Page 15 of the attached Introduction to Proper Handling of DoD Export-Controlled Technical Data Training Course. Once completed, print Page 15, “Certification Statement of Export Control Compliance,” and attach the certificate to your JCP Application. 4. Provide all information required for "What do you do" (Block 4, Business Activities, of the DD2345 certificate). See the help symbol "?" for instructions.
