Guard, Splash, Vehicular

Department of Defense · Defense Logistics Agency · DLA LAND AND MARITIME
Account requiredWhy it scored this way

Every reason behind the verdict rather than the headline one — which of your certifications match, how much runway is left, whether the work is your size, and what we would need to know to sharpen it.

Draft the paperwork

Written against this notice and what you have told us about your company. Anything we do not know is marked [NEEDS INPUT] in the draft rather than guessed at — read it before you send it.

Start a free trial to draft these. Nothing is sent to an agency on your behalf, ever — you get a document to review, edit and submit yourself.

Compliance matrix

Every stated and implied requirement, its source section, whether it is mandatory, and where your response will address it.

Proposal outline

A submission skeleton where every required element is a heading with its source requirement quoted beneath it. You write the substance; nothing gets forgotten.

Questions to submit

Genuine ambiguities and requirements that disadvantage a smaller bidder, drafted as questions you can submit before the Q&A deadline.

Past performance write-ups

Which of your prior awards best match this requirement, and draft write-ups in the format the agency asked for.

WPIP1412.Q.FOS – (Motor Vehicle Parts and Accessories) Unrestricted The Contracting Officer may utilize on-line Reverse Auctioning as a means of conducting price discussions under this solicitation. During the course of the on-line auction, offeror’s proposed prices will be publicly disclosed to other offeror’s and anyone else having access to the on-line auction. This public disclosure is anonymous, meaning that each offeror's identity will be concealed from other offeror’s (although it will be known to the Government), and only generic identifiers will be used publicly for each offeror's proposed pricing (e.g., "Offeror A"). By submitting a proposal in response to the solicitation, offerors agree to participate in the Reverse Auction and that their prices may be publicly disclosed, including to another offeror’s, during the Reverse Auction. This solicitation will be available on the Internet at https://www.dibbs.bsm.dla.mil/dodwarning.aspx?goto=/rfp on the issue date of 08/12/2026. Based upon market research, the Government is not using the policies contained in FAR Part 12, Acquisition of Commercial Items, in its solicitation for the described supplies or services. However, interested persons may identify to the contracting officer their interest and capability to satisfy the Government's requirement with a commercial item within 15 days of this notice. Interested parties that meet the requirements of the solicitation may obtain copies of Military and Federal Specifications and Standards, Qualified Product List, Military Handbooks, and other standardization documents from the Defense Standardization Program (DSP) in Philadelphia, PA. Documents are available in Adobe PDF format from the ASSIST database via the Internet at http://quicksearch.dla.mil/qsSearch.aspx. ASSIST includes more than documents and document metadata. ASSIST also serves as a portal to, and is closely integrated with, the Qualified Products Database (QPD), which is the official DoD site for identifying parts and sources approved by DoD qualifying activities. Users may search for documents using ASSIST-Quick Search and download the documents directly via the Internet using the standard browser software. Issues with the website, please contact the ASSIST Help Desk at (215) 737-8000. Users not having access to the Internet may call or mail requests to DLA Document Services, Bldg. 4/D, 700 Robbins Avenue, Philadelphia, PA 19111-5094. Contractors can access drawings directly by going to Technical Data Management Transformation (TDMT) at https://tdmt.dla.mil or via the DLA Internet Bid Board System (DIBBS) at https://www.dibbs.bsm.dla.mil/. TDMT contains the TDP (Technical Data Packages), Engineering Data Lists (EDLs) and digitized drawings for open BSM-DIBBS procurements. Drawing will be available with solicitation if applicable. Drawings can be downloaded by authorized users and by doing a query for (SPE7LX26R0080) as the solicitation number within the “Acquisition Documents” icon. TDMT Technical Data Package (TDP) Access Policy: - TDMT restricts Technical Data Packages (TDPs) to view-only access during the solicitation period. - If you are not the awardee(s), you will not have permission to download the TDP. This is the intended system security design. Please refrain from submitting help desk tickets regarding this restriction, as support personnel cannot grant access. If the NSN(s) in the package has a license agreement, which requires an NDA to be submitted, I recommend placing BOTH the solicitation number/project number on the solicitation line of the NDA form. I believe it should be one NDA form per sol/project number. Submit the NDA request to the email address on the form. Problems with TDMT can be addressed by DISA Global Service Desk: 1-844-347-2457, Press 5, and then speak or enter D-L-A and/or via email at DLAJ344DataCustodian@dla.mil. While price may be a significant factor in the evaluation of offers, the final award decision will be based upon a combination of price, delivery, past performance, and any other factors as listed in the solicitation. All offers shall be in the English language and in US dollars. All interested parties may submit an offer that meets the requirements of the solicitation.
