THIS IS A PRE-SOLICITATION NOTICE ONLY. This is not a Request for Proposal (RFP). No proposals are being solicited or accepted at this time. The Government is not liable for any costs incurred by interested parties in response to this notice. NOTICE: This project no longer includes a Project Labor Agreement requirement. This is the same project previously posted as W912DR26RA034 The U.S. Army Corps of Engineers, Baltimore District, intends to issue a solicitation for the design and construction of a new Component Rebuild Shop at Letterkenny Army Depot, Pennsylvania. This solicitation will be competed on an unrestricted basis. The U.S. Army Corps of Engineers, Baltimore District, intends to issue a solicitation for the design and construction of a new Component Rebuild Shop at Letterkenny Army Depot, Pennsylvania. This solicitation will be competed on an unrestricted basis. The Government intends to award a single Firm-Fixed-Price (FFP) contract using a Two-Phase Design-Build to Budget (DBtB) approach aligning with selection procedures outlined in the Revolutionary FAR Overhaul (RFO).The scope includes demolition of an existing 16,700 GSF building and construction of a new facility containing vehicle repair bays, administrative offices, building support areas, and extensive site work including utilities, paving, and parking. The new facility of approximately 72,000 gross square feet (GSF) to support depot-level maintenance for various ground support and guided missile systems.The anticipated period of performance is 1,095 calendar days from Notice To Proceed. Pursuant to the nature of Design-Build procurement, the Government will not provide detailed construction plans. The successful offeror will be solely responsible for developing the design solution and for the professional integrity of the final design. Phase One (Request for Qualifications): The Government anticipates issuing the Phase One Request For Qualifications (RFQ) no later than 21 August 2026. This phase will be a qualifications-based competition to select a shortlist of the most highly qualified offerors. Phase Two: Shortlisted offerors will be issued a draft Request For Proposals (RFP) outlining the technical requirements for the project and will be invited to a series of one-on-one proprietary meetings in order to develop the final scope of work within the budget ceiling of $78,000,000. Upon completion of these meetings, a final RFP will be issued. Phase Two evaluations will be conducted in accordance with RFO Part 15, with an award based on a best value determination. This action will be subject to the Buy American statute. One or more of the items under this acquisition is subject to the World Trade Organization Government Procurement Agreement and Free Trade Agreements.
