The purpose of this modification is to answer questions and to provide updated Evaluation Factor 1 (Professional Qualifications) Question 1: In Evaluation Factors paragraph 1 Professional Qualifications that the designers of record have to be registered in the State of Missouri. We want to point out that this is not in keeping with the FAR Registration of Designers provision which allows that for Federal work designers need only be registered in 1 state of the union or Washington DC. We would like to ask that the requirement to be registered in Missouri be removed as this is a federal project. Answer: Please see revised Evaluation Factor 1b below. Question 2: Can the Government please confirm whether Designers of Record who are currently licensed in another U.S. jurisdiction and are eligible to obtain Missouri registration through comity/reciprocity satisfy this requirement at the time of SF330 submission, provided Missouri registration is obtained prior to performing design services if selected for award? Answer: Please see revised Evaluation Factor 1b below. Question 3: Can the Government please clarify whether the projects included on individual resumes under Evaluation Factor 1.c are required to have completed both design and construction, or whether projects that have completed the design phase (but may still be under construction) are acceptable, provided they demonstrate the individual's relevant experience? Answer: Please see revised Evaluation Factor 1c below. 1. PROFESSIONAL QUALIFICATIONS: a. Provide brief resumes of proposed team members who will specifically serve as the Project Manager(s), Designers of Record, and Quality Control Manager(s). In addition, provide resumes of other relevant team members or frequent subcontractors who will perform technical tasks under this contract including, but not limited to: Architects, Engineers (Civil, Structural, Mechanical, Electrical, Plumbing, Fire Protection/Life Safety, Commissioning), Cost Estimators, Environmental Safety & Health, Industrial Hygiene, BIM/CAD Tech. Include their record of working together. b. The Designers of Record shall perform and direct the design within their respective discipline and shall sign and seal the drawings. All Designers of Record must be professionally registered in their discipline in a State, the District of Columbia, or an outlying area of the United States shall prepare or review and approve the design of architectural, structural, mechanical, electrical, civil, or other engineering features of the work. c. Each resume shall include a minimum of three (3) and a maximum of five (5) specific projects where both design and construction have been completed in the past ten (10) years that best illustrate the individual team members experience relevant to this contract scope. Resume shall state the role the specific individual played in the project.
