Department of Homeland Security · Federal Law Enforcement Training Centers · FLETC CHARLESTON PROCUREMENT OFFICE
Account requiredWhy it scored this way
Every reason behind the verdict rather than the headline one — which of your certifications match, how much runway is left, whether the work is your size, and what we would need to know to sharpen it.
The requirements that decide a bid — bonding, clearances, experience minimums, page limits — live in the attachments, not in the notice above. Start a free trial to upload them and have them read.
Draft the paperwork
Written against this notice and what you have told us about your company. Anything we do not know is marked [NEEDS INPUT] in the draft rather than guessed at — read it before you send it. Federal notices routinely put the real requirement in an attachment; adding the documents above makes every one of these materially better.
Start a free trial to draft these. Nothing is sent to an agency on your behalf, ever — you get a document to review, edit and submit yourself.
What would disqualify you
Read straight from the solicitation documents: the bonding, clearances, insurance minimums, experience thresholds and deadlines that decide whether you can bid at all — before you write a word.
Compliance matrix
Every stated and implied requirement, its source section, whether it is mandatory, and where your response will address it.
Proposal outline
A submission skeleton where every required element is a heading with its source requirement quoted beneath it. You write the substance; nothing gets forgotten.
Questions to submit
Genuine ambiguities and requirements that disadvantage a smaller bidder, drafted as questions you can submit before the Q&A deadline.
Past performance write-ups
Which of your prior awards best match this requirement, and draft write-ups in the format the agency asked for.

THIS IS A PRE-SOLICITATION NOTICE. THIS IS NOT A REQUEST FOR PROPOSALS. Project Title: Construction IDIQ Contract, FLETC Charleston, SC Solicitation Number: 70LCHS26RPFB00001 NOTICE: Interested vendors are responsible for monitoring SAM.gov for the solicitation and any subsequent amendments (if applicable). The solicitation is anticipated to be posted within 2-4 weeks, with proposal due approximately 30 calendar days after issuance. A site visit will be conducted, and vendors must respond promptly to allow sufficient time for base access processing. Site visit details and access instructions will be provided in the solicitation. The Government intends to award one (1) firm-fixed price Indefinite-Delivery/Indefinite-Quantity (IDIQ) contract for construction, additions, alterations, maintenance, and repairs at buildings and structures located at the Federal Law Enforcement Training Centers (FLETC) in Charleston, South Carolina. Work will be performed through the issuance of individual task orders issued under the contract. The contractor shall provide all labor, materials, equipment, transportation, supervision, and quality control necessary to perform the work specified in the basic contract and individual task orders. The contract will include a 12-month base period, four 12-month option periods, and an optional six-month extension in accordance with FAR 52.217-8. The contract minimum guarantee is $50,000 and the maximum value is not-to-exceed $33,000,000.00 over the contract's life. For planning purposes only, the Government estimates approximately $6,000,000.00 in task orders annually; this amount is not guaranteed nor is the Government limited by this amount annually. Individual task orders are anticipated to range from approximately $2,000 to $1,500,000.00. Task orders may encompass multiple construction trades, including but not limited to architectural, mechanical, civil, structural, roofing, demolition, electrical, environmental support, carpentry, roadwork, painting, plumbing, and masonry. Task order pricing will be based on the most current R.S. Means Facility Construction Cost Data Book, adjusted using the Charleston, South Carolina, City Cost Index multiplier. The contractor's coefficient will be applied to the total adjusted bare costs for labor, materials, and equipment. This acquisition is set aside for HUBZone small business concerns. FAR 52.219-14, Limitations on Subcontracting, will apply. The applicable limitations require the contractor to perform at least 15 percent (15%) of the cost of the contract, not including the cost of materials, with its own employees. The Government is anticipating significant subcontracting opportunities under this contract.
