THIS IS NOT A REQUEST FOR QUOTES. PURSUANT TO REVOLUTIONARY FAR OVERHAUL (RFO) 5.101(a), THIS IS A NOTICE OF THE GOVERNMENT’S INTENT TO ISSUE A SOLE SOURCE AWARD HAPPYWRITE, LLC FOR Mandatory Security Course Redesign Support Services The Washington Headquarters Services, Acquisition Directorate (WHS/AD), on behalf of the Human Resources Directorate (HRD), Individual and Organizational Development (I&OD), intends to perform a sole source award to HAPPYWRITE, LLC for Mandatory Security Course Redesign Support Services. The I&OD requires design, develop, and deliver seven (7) e-learning modules constituting a complete security awareness training curriculum. The redesign consolidates six standalone Defense Counterintelligence and Security Agency (DCSA) Center for Development of Security Excellence (CDSE) courses into seven integrated, developmentally progressive modules. The estimated value of the contract is $85,000.00. The anticipated award will be made under the authority of 41 U.S.C. 1901 under the procedures Revolutionary FAR Overhaul (RFO) 12.201-1, “Simplified procedures,” HAPPYWRITE, LLC is the only vendor to meet HRD Individual and Organizational Development’s requirement as they possess the proprietary curriculum wireframe, content architecture, instructional strategy, and embedded design rationale developed collaboratively with HRD, as well as a detailed working knowledge of HRD’s specific course design plan and consolidation objectives. This notice of intent is NOT a request for proposals or quotations. Requests for copies of a solicitation in response to this notice will not be honored or acknowledged. A determination by the Government not to compete this proposed action based upon responses to this notice is solely within the discretion of the Government. Interested parties may identify their interest and capability for this scope of work by responding to this notice via email to whs.mc-alex.ad.mbx.ks@mail.mil with a PDF file, referencing notice of intent number PA072420260846, no later than 10:00 A.M. ET, August 20, 2026. All information submitted should support the offerors’ capability to provide the services required and shall be furnished at no cost or obligation to the Government. The Government reserves the right to cancel the Sole Source Award. The primary North American Industry Classification System (NAICS) code is 611430 Professional and Management Development Training with a Small business size standard of $15 Million.
