This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The National Institute of Standards & Technology (NIST) intends to issue a request for quotation (RFQ) for Compact Articulated Tractor System and Attachments at the NIST Gaithersburg Campus at Gaithersburg, Maryland. This acquisition is for a firm-fixed price purchase order, solicited, evaluated, awarded, and administered using the procedures of RFO Part 12. The contractor under the resulting contract will be responsible for the commercial product in accordance with the Requirements Document. The Government anticipates awarding a single Firm-Fixed Price contract with contract line items for one new Ventrac 4520Y Tractor with a Kubota D902 diesel engine, or equal compact articulated tractor system, with enclosed cab and heat, compatible attachments and accessories, equivalent to the listed below, manuals, warranty, FOB Destination delivery, and training. This procurement is posted to promote competition to the maximum extent practicable. This procurement is a competitive, total small business set-aside. The NAICS code for this project is 333111, “Farm Machinery and Equipment Manufacturing” and the size standard is 1,250 employees. This procurement is being solicited and awarded on a competitive basis for commercial products. Award of the Contract will be made to the proposal offering the Lowest Price Technically Acceptable and based upon the evaluation factors and evaluation scheme to be detailed in the RFQ. The anticipated delivery requirements are to deliver the product in accordance with the Requirements Document by three months, or as soon as possible, after purchase order award. Submission of questions are due August 17, 2026, No Later Than 2:00PM EST. The Proposal Due Date is August 21, 2026, No Later Than 10:00AM EST. Award is anticipated to be on or about September 2026. The solicitation will be available to download via this website only (https://www.sam.gov/).
