AFD - RFI - National Jewelry, Art, Antique, and Collectible (JAAC) Services

Department of Justice · U.S. Marshals Service · U.S. DEPT OF JUSTICE, USMS
Account requiredWhy it scored this way

Every reason behind the verdict rather than the headline one — which of your certifications match, how much runway is left, whether the work is your size, and what we would need to know to sharpen it.

Solicitation documents

The requirements that decide a bid — bonding, clearances, experience minimums, page limits — live in the attachments, not in the notice above. Start a free trial to upload them and have them read.

Draft the paperwork

Written against this notice and what you have told us about your company. Anything we do not know is marked [NEEDS INPUT] in the draft rather than guessed at — read it before you send it. Federal notices routinely put the real requirement in an attachment; adding the documents above makes every one of these materially better.

Start a free trial to draft these. Nothing is sent to an agency on your behalf, ever — you get a document to review, edit and submit yourself.

What would disqualify you

Read straight from the solicitation documents: the bonding, clearances, insurance minimums, experience thresholds and deadlines that decide whether you can bid at all — before you write a word.

Sources Sought response

A complete draft response — capability statement, relevant past performance, business size and socioeconomic status, and answers to the agency's specific questions.

Questions to submit

Genuine ambiguities and requirements that disadvantage a smaller bidder, drafted as questions you can submit before the Q&A deadline.

Past performance write-ups

Which of your prior awards best match this requirement, and draft write-ups in the format the agency asked for.

Statement of work, as posted

Background The U.S. Marshals Service (USMS) serves to protect, defend, and enforce the American justice system and is a key component within the U.S. Department of Justice (DOJ) Asset Forfeiture Program (AFP). Asset forfeiture plays a critical role in disrupting and dismantling illegal enterprises, depriving criminals of the proceeds of illegal activity, deterring crime, and restoring property to victims. As a component of the AFP, the USMS provides vital support to U.S. Attorney’s Offices and investigative agencies by assisting with pre-seizure planning and investigations. Additionally, the USMS serves as the primary custodial agency of the AFP. As part of its custodial responsibilities, the USMS inventories, manages, safeguards, and handles the disposition of seized and forfeited assets. Requirement and Request for Information The USMS has a specific requirement for the transport, intake, appraisal/authentication, storage, and disposal of seized and/or forfeited jewelry, art, antiques, and collectibles (JAAC) throughout the United States. The coverage area for these assets includes the 94 USMS Districts within the continental United States, Alaska, Hawaii, Puerto Rico, the US Virgin Islands, Guam and the Northern Mariana Islands. International services will likely be infrequent. The USMS is conducting market research through this Request for Information (RFI) for a potential solicitation in the coming months. RFI Submission Instructions If you are interested in this requirement, please provide a capability statement addressing your company’s ability to provide the needed services outlined within the enclosed draft JAAC Statement of Work. Please provide sufficient details regarding your company’s a) staff expertise, experience, and formal as well as other training; b) current in-house capability and capacity to perform the work; c) prior completed projects of similar nature; d) corporate experience and management capability; and e) examples of prior completed Government contracts, references, and other related information. In addition, all interested organizations should complete the JAAC RFI Questionnaire to provide additional details about your company and its capabilities. The Questionnaire can be found at the following link: https://usms.gov1.qualtrics.com/jfe/form/SV_4U8liYnwfWxOqhw Further, complete the enclosed Pricing Schedule to provide your estimated prices/rates for the required services. When completing the pricing schedule, complete only the cells highlighted in yellow. Please do not submit a modified Pricing Schedule, only input estimated rates within the yellow cells. Note: The estimated rates provided will be for USMS market research only to obtain general knowledge of prices offered in the marketplace. Submission Deadline: All responses are due by 21 October 2026 by 10:00am EDT. Submit responses to ALL the following: Christopher Ottie (Contracting Officer) – Christopher.Ottie@usdoj.gov Millie Thomas (Contract Specialist) – Millie.Thomas@usdoj.gov AFP Procurement Team Inbox - AFP.Procurement@usdoj.gov Disclaimer This is a Request for Information (RFI) only.
