Fleetwood Stewardship IRSC BPA Call - Big Horn National Forest

Department of Agriculture · Forest Service · USDA-FS, STEWARDSHIP CONTRACTING BRANCH
Account requiredWhy it scored this way

Every reason behind the verdict rather than the headline one — which of your certifications match, how much runway is left, whether the work is your size, and what we would need to know to sharpen it.

Draft the paperwork

Written against this notice and what you have told us about your company. Anything we do not know is marked [NEEDS INPUT] in the draft rather than guessed at — read it before you send it.

Start a free trial to draft these. Nothing is sent to an agency on your behalf, ever — you get a document to review, edit and submit yourself.

Compliance matrix

Every stated and implied requirement, its source section, whether it is mandatory, and where your response will address it.

Proposal outline

A submission skeleton where every required element is a heading with its source requirement quoted beneath it. You write the substance; nothing gets forgotten.

Questions to submit

Genuine ambiguities and requirements that disadvantage a smaller bidder, drafted as questions you can submit before the Q&A deadline.

Past performance write-ups

Which of your prior awards best match this requirement, and draft write-ups in the format the agency asked for.

Statement of work, as posted

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Part 12. Using this format, no separate presolicitation is required and this announcement constitutes the only solicitation. Solicitation number 12363N26Q4067 is issued as a Request for Quotation (RFQ) for Fleetwood Stewardship IRSC (Integrated Resource Service Contract). Award shall be made under the R2 Rocky Mountain Restoration Project (RMRP) Stewardship BPA. Only current BPA holders will be eligible to submit quotes. An open-continuous RFQ is posted on sam.gov for the RMRP BPA. Vendors interested in being awarded a BPA should respond to RFQ Number: 12363N22Q4038. The contract includes the following components: Regeneration clearcut harvests on nine cutting units totaling 228 acres and overstory removal liberation harvests on two units totaling 46 acres. Limited product hauling pay item. Road reconstruction work on approximately 7.3 miles of existing roads including clearing and grubbing, road surface and drainage improvements, spot aggregate placement and sign upgrades. Road maintenance service work on approximately 30 miles of existing roads. Optional service work for treatment of non-included material on 197 acres within cutting units. Remove Timber Subject to Agreement (TSTA) generated from Optional Work Items 16-23 for product located in Units 12, 13, 14,15, 16, 17, 18 and 22 if awarded. Resultant fuels reduction, piling of fuels, road system improvements and reforestation enhancement from above listed activities. This service acquisition is a total small business set-aside. The set-aside relates to the business status of the contractors submitting quotes and does not limit where the wood products may be sold. The applicable North American Industry Classification Standard Code is 113310 Logging. The small business size standard is 500 employees. All responsible sources that have been awarded RMRP Blanket Purchase Agreements for work on the Big Horn National Forest may submit a quotation which will be considered by the agency. Solicitation was amended on 8/11/2026 to incorporate site visit notes and questions/answers into the solicitation via Attachment 9. Two small changes were also made to the solicitation. Respondents must acknowledge receipt of this amendment. Response deadline was not changed.
