The Department of Health and Human Services (HHS) is issuing a competitive Request for Proposal (RFP) for the award of a single Time and Materials/Firm-Fixed Price hybrid contract. The Administration for Community Living (ACL), Office of Intellectual and Developmental Disabilities (OIDD), has a requirement for professional services to support ACL's efforts related to strengthening the training and technical assistance capacity of State Councils on Developmental Disabilities, through comprehensive, coordinated, and performance-based technical assistance to build Council capacity to carry out their statutory responsibilities, maintain Federal compliance, and demonstrate measurable impact, and to support systems change and rigorous, outcome-driven initiatives that contribute to the evidence base on effective approaches for improving the independence, self-determination, productivity, integration, and inclusion of individuals with intellectual and developmental disabilities and their families. If you are interested in this acquisition, you are invited to submit a proposal in accordance with the solicitation instructions. Acquisition Information: This procurement is full and open. All questions/inquiries concerning the solicitation document must be submitted by e-mail (no faxes or telephone calls please) to the Contract Specialist, no later than August 18, 2026, at 1:00 pm Eastern Time. Questions should be e-mailed to the following address: Kaitlin.White@hhs.gov. The Government's response to the inquiries will be posted on SAM.gov. Any resulting additions, deletions or changes to the solicitation will be made by issuance of a formal amendment. Quoters are instructed specifically to contact only the issuing contract office in connection with any aspect of this requirement prior to contract award. The Government does not intend to extend the due date for quotes. The proposal must be submitted no later than August 28, 2026, at 1:00 pm Eastern Time. Late proposals will not be accepted. The Quoter shall submit their quote to SAM.gov. Award will be made to the Quoter whose proposal represents the best value to the Government utilizing a tradeoff process, in which the Government will evaluate proposals against Factor 1 – Technical Approach and Understanding of the Requirement, Factor 2 – Management and Staffing Approach, Factor 3 – Relevant Experience and Past Performance, and Factor 4 – Evaluation, Data, and Performance Measurement Capability, as set forth in Sections L and M, weighed against price and past performance. Proposals will be evaluated based on the clarity, relevance, and completeness of the information provided under each factor, with proposals organized to clearly demonstrate alignment with the Performance Work Statement. All evaluation factors other than price, when combined, are significantly more important than price. Business proposals shall include a completed copy of Section B of the solicitation, with pricing submitted for each Contract Line Item Number (CLIN) specified in Section B, as well as the cumulative price estimate for the entire contract.
