Department of Veterans Affairs · NETWORK CONTRACT OFFICE 19 (36C259)
Account requiredWhy it scored this way

Every reason behind the verdict rather than the headline one — which of your certifications match, how much runway is left, whether the work is your size, and what we would need to know to sharpen it.

Draft the paperwork

Written against this notice and what you have told us about your company. Anything we do not know is marked [NEEDS INPUT] in the draft rather than guessed at — read it before you send it.

Start a free trial to draft these. Nothing is sent to an agency on your behalf, ever — you get a document to review, edit and submit yourself.

Compliance matrix

Every stated and implied requirement, its source section, whether it is mandatory, and where your response will address it.

Proposal outline

A submission skeleton where every required element is a heading with its source requirement quoted beneath it. You write the substance; nothing gets forgotten.

Questions to submit

Genuine ambiguities and requirements that disadvantage a smaller bidder, drafted as questions you can submit before the Q&A deadline.

Past performance write-ups

Which of your prior awards best match this requirement, and draft write-ups in the format the agency asked for.

Market intelligence

Account requiredWho wins this work, and what it pays

Comparable awards under NAICS 541350 at this agency — the incumbent, what they were paid, when their period of performance ends, and the real pricing distribution rather than the headline number. From public federal award records.

Statement of work, as posted

Please provide the current estimated quantities, by facility, for medical-gas outlets/inlets, zone valve boxes, area alarm panels, master alarm panels, manifolds, medical-air compressors, vacuum pumps, dental compressors/vacuum systems, emergency oxygen supply connections, bulk tanks, oxygen concentrators, dew-point monitors, and CO monitors. I have provided previous years inspection report to assist with inventory.                                                                                                                                                                                                                                  If a complete equipment inventory is unavailable, will the VA provide drawings, prior inspection reports, existing inventories, equipment lists, or other available records for quotation purposes, notwithstanding that the awarded contractor must physically validate the initial digital inventory? A new inventory must be completed by contractor; I will attach a copy of our latest annual inspection. Please confirm whether the annual requirement to inspect all outlets for leakage, flow, damage, and wear may be distributed throughout each 12-month performance period, as stated in the SOW, and whether the contractor may coordinate multiple scheduled visits to accomplish that work. Previously these tasks have been completed in one visit or multiple visits close together to limit disruptions to the facility, our team will work with the contractor to maximize their time on station.  Please clarify the requirement stating that the general contractor (not agents thereof) must have an on-site representative whenever contractor personnel are performing work. May a qualified employee of the prime contractor serve in this role while certified subcontractor technicians perform specialized testing? Must that representative hold any of the listed ASSE credentials? If the only task being performed is the inspection the only requirement is for the inspector to have the appropriate certifications this action would not require the prime to hold the credentials, the intent is to ensure no breakdown in communication between VA and Prime. Please confirm whether one individual may satisfy multiple required ASSE credential categories, provided the individual holds each active certification needed for the work performed, or whether separate technicians are required for ASSE 6005, 6010, 6020, 6030, 6035, and 6040. One individual may satisfy multiple ASSE credential categories, but there are limitations.. you cant perform work and certify your own work , again the work being performed would dictate the requirement. Please confirm whether all six listed ASSE credentials must be present on-site for every recurring visit, or only when the specific task requiring that credential is performed. Only when required by the tasks being performed.(for inspection/inventory only NO) The SOW period-of-performance dates on page 7 contain apparent option-year end-date errors. May offerors rely on the corrected periods shown in the Price/Cost Schedule on pages 13 14: Base Year 9/1/2026 8/31/2027 and four successive 12-month option periods through 8/31/2031? A: Dates are tentative and subject to change based on the date of contract award so they will reflect inaccuracies until award is finalized. Please make offers based on base plus 4 OY rates. The solicitation includes performance at Oklahoma City VA Medical Center and Lawton North VA Clinic, but the attached wage determination identifies Comanche and Cotton Counties. Will the VA issue or identify the applicable wage determination for Oklahoma County, or confirm which wage determination applies to each performance location? A: This will be corrected with the Answer submission amendment. Please identify the anticipated invoice frequency under Section B.1, which marks Other but does not state whether invoicing is monthly, per completed service event, or another interval. A: At the discretion of the COR after winning bidder chosen, at minimum monthly Please confirm whether replacement parts, filters, belts, calibration gases, repair labor, and corrective maintenance are excluded from the firm-fixed-price inspection scope unless separately authorized by written contract modification. That is correct, typically staff at our facility perform corrective actions, in the event repairs would be beyond their capabilities the VA would seek quotes for the repairs. Please confirm whether the optional six-month extension under FAR 52.217-8 should be separately priced with the quotation. If so, please provide the required pricing format or confirm that one-half of Option Year 4 s annual price is acceptable. A: No, as per FAR 52.217-8, should the situation arise that this option should be invoked, the pricing would follow the pricing of the last year Option Year of the Contract (Example, if 1 yr is $5,000, 6 months will be per regulation $2,500. We are interested in proposing on this project but after looking through the soliciation attachments, I did not see any preproposal walk through. Are you planning on having one? If so, can you please provide the date/time? A: I would suggest that we move forward without a site visit, as this has not been needed in the past and I feel that we have supplied plenty of information for contractor s to use. Please confirm that offerors must submit only the completed SF 1449 page 1, completed Price Schedule, signed VAAR 852.219-75 certification, technical capability information, ASSE credential evidence, and relevant-experience information, with no separate formal proposal required A: Confirmed, that is correct. To ensure that we can accurately evaluate the scope of work and prepare appropriate pricing, we would greatly appreciate the following information for each performance location: I have provided a copy of the report from last year to assist with inventory, the requirement clearly states (The contractor shall provide a comprehensive digital medical gas system inventory on a Microsoft Excel format for the Oklahoma City VA Medical Center outlining/listing the information below. This comprehensive digital outlet inventory will be based on field gathered data and information from physical validation of equipment (i.e., not based upon existing facility documentation). Total number of medical gas and vacuum outlets, preferably broken down by gas type. Total number of zone valve boxes. Total number of area alarm panels and master alarm panels. Quantity, manufacturer, model, and capacity of the medical air compressors and vacuum pumps. Quantity and configuration of the manifold systems. Information regarding the bulk oxygen system/tank, including the system configuration and capacity. Confirmation as to whether replacement of filters or other preventive-maintenance parts is included in the contractor s scope, or whether the contractor is only required to inspect, test, and report recommended maintenance. If replacement parts are included, please provide the applicable filter/part numbers, sizes, quantities, and required replacement frequencies. Bed count, operating room count, ICU count, and other major clinical-area counts for the Oklahoma City Medical Center, if available. Confirmation as to whether zone valves are required to undergo functional testing in addition to being inventoried. The Statement of Work identifies the required inspection, testing, calibration, certification, and inventory activities; however, the above quantities and equipment details do not appear to be provided.
