The 356th Expeditionary Theater Support Group (356 ETSG/CONS) Contracting Office is posting this solicitation for a design-build construction project to deliver a membrane shelter at Matsushima Japan Air Self-Defense Force (JASDF) Base, Japan. Complete project requirements, technical specifications, and performance parameters are detailed in the attached draft Statement of Work (SOW) and corresponding project drawings. Project Magnitude / ROM (Rough Order of Magnitude): Between $1,000,000 and $5,000,000 USD. ?? SPECIAL NOTICE: MANDATORY JAPANESE LICENSING REQUIREMENT In accordance with Japanese Construction Industry Law (Law No. 100 of 1949), the Prime Contractor (or the lead entity of a joint venture) MUST hold a valid Japanese Construction License at the time of proposal submission. No Subcontracting of License: To ensure direct performance accountability and robust contract administration, the offering Prime Contractor itself (or the lead entity of a Joint Venture) must hold this license. Relying on a subcontractor's Japanese Construction License to satisfy this requirement is prohibited. Compliance: Offerors must submit proof of the Prime Contractor's license with their technical proposal. Sub-contracting a company with the license will not be permitted. Evaluation: This is a strict pass/fail threshold requirement. Proposals from prime vendors who do not hold this license or cannot demonstrate legal compliance with Japanese construction licensing laws will be determined non-compliant and excluded from evaluation. 1. Critical Acquisition Milestones & Deadlines Please review the timeline below carefully. Late submissions or questions will not be entertained unless explicitly authorized by the Contracting Officer. All times are in Japan Standard Time (JST). Site Visit (Completed): An organized pre-solicitation site visit was held on 05 August 2026. No secondary or additional site visits will be hosted. Additional RFI Deadline: 21 August 2026 @ 09:00 AM JST. Additional RFIs must be sent via email to both designated POCs (see below) by this deadline to be answered. RFI Responses Posted: The government's RFI responses will be posted as an amendment to this notice no later than 24 August 2026. Proposal Submission Due Date: 11 September 2026 @ 09:00 AM JST. 2. Important Submission & Evaluation Instructions Request for Information (RFI) Ground Rules: Resulting from the August 5th site visit, RFIs were submitted and are currently in the process of being answered. Once the formal RFI responses are posted on August 24th, additional questions will only be accepted if they relate directly to one of the published government responses. This process may result in an extended proposal submission window, but does not guarantee additional response time. Proposal Due Date Clarification: Please ignore any system-generated defaults on SAM.gov or within the SF 1447 block that state "00:00 local time" as the submission deadline. The official, legally binding deadline for proposal receipt is September 11th, 2026, at 09:00 AM JST. Evaluation Guidelines: The full SF 1447 solicitation document contains all guidelines for proposal submission (Section L) and the evaluation factors for award (Section M). These instructions and evaluation factors will only be amended to correct clerical errors or clear up misunderstandings. 3.
