The work consists of providing all labor, materials, and equipment, as required, to complete all work as described in the provided Statement of Work (SOW). This procurement is 100% set-aside for Small Businesses using NAICS code of 238220 Plumbing, Heating, and Air-Conditioning Contractors and a small business size standard of 19 million dollars. The Government contemplates award of a Firm-Fixed Price order resulting from this solicitation. See 52.212-2 for evaluation criteria. All quotes must be submitted by 12:00 PM Eastern Time on 24 AUG 2026 via email to frank.r.burton@uscg.mil and keven.d.weaver@uscg.mil. Quotes shall be submitted via the SF-1442. Questions about this solicitation must be submitted in writing to the Contracting Officer and Contract Specialist at the email addresses listed above no oral questions will be accepted. All potential quoters are strongly encouraged to visit the site to field verify any/all quantities before submitting quotes. A site visit will be held on 14 AUG 2026 at 10:00 AM Eastern Time located at: USCG Base Portsmouth 4000 Coast Guard Blvd Portsmouth, VA 23703-2199 Interested parties must arrange site visits with Nate Chappell, 206-815-2176, Nathan.C.Chappell@uscg.mil. All visitors must complete a visitor access request form in accordance with Base security policy and present a valid Real ID or Passport as a method of identification. Full name, date of birth, and last 4 of SSN must also be provided. Visitors with a valid Military ID or RAPIDGate pass will not be required to complete the access form. The Contractor shall submit one of the following payment protections: - A payment bond - An irrevocable letter of credit (ILC) The amount of the payment protection shall be 100 percent of the contract price. The submission of the payment protection is required within 5 days of contract award. There was not an incumbent.
