Introduction: This is NOT a solicitation for proposals, proposal abstracts, or request for quotations. The Great Lakes St. Lawrence Seaway Development Corporation (GLS) is conducting market research to identify potential sources for an anticipated contract for the procurement, delivery, installation, IT configuration, and ongoing technical support of two (2) meteorological weather stations. The purpose of this notice is to obtain information, for planning purposes, regarding the availability and capability of qualified sources. The purpose of this notice is to obtain the following information: 1. Determine what sources exist that are capable of satisfying the Government’s requirement, 2. Determine the capability of potential contractors, 3. Determine the size and status of potential sources under NAICS 334519 – Other Measuring and Controlling Device Manufacturing, and 4. Determine the level of competition. 3. Requirement Description: The GLS is a wholly owned U.S. Government Corporation within the U.S. Department of Transportation which owns and operates that portion of the St. Lawrence Seaway in U.S. territorial waters between Lake Ontario and Montreal, Canada, including two navigation locks: Eisenhower and Snell Locks. The Corporation’s mission is to facilitate the safe and efficient passage of commercial vessels through the Seaway. GLS plans to issue a solicitation to standardize meteorological tracking equipment to ensure safe maritime transit and accurate scientific monitoring within its regional navigational channels. The contractor shall deliver, install, and assist in the configuration of two (2) Weather Stations, and provide ongoing technical support and maintenance via a dedicated service contract (1 Base Year + up to 4 Option Years) to maximize system operational uptime. GLS expects to evaluate prospective firms based on: 1. Specialized Hardware Experience: Capability to supply commercial-grade weather stations equipped with ultrasonic wind sensors, present weather detectors (MOR 10m to 20km, classifying seven precipitation types), battery management systems, and high-durability stainless steel enclosures rated for harsh sub-zero/high salinity environments. 2. IT & Telemetry Configuration Competence: Specialized experience bridging internal serial interfaces (RS-232/RS-485) to Ethernet architecture, streaming raw TCP/IP socket payloads (configurable cadence, e.g., 5 seconds), and customizing fixed-width or delimited payload schemas with user-defined prefixes and record terminators (CR, LF, CRLF). 3. Field Deployment & Installation Capabilities: Experience in physical deployment, structural securing, electrical routing, and network connectivity validation. 4. Maintenance & Support Capabilities: Capacity to provide multi-year remote technical guidance, software/firmware updates, and troubleshooting services. 4. Response: Interested firms shall submit the following: 1. Company Details: Name of Company; Company Address; Point of Contact (Name, Phone Number, and Email); Unique Entity Identifier (UEI); CAGE Code; and Socio-Economic Size Status under NAICS Code 334519 (Large/Small Business/HUBZone/8(a)/Woman-Owned Small Business/Service-Disabled Veteran-Owned Small Business/etc.). 2. Capability Statement: Provide a capability statement that lists up to three (3) projects similar in scope (hardware supply, sensor integration, network telemetry configuration, and maintenance), completed within the last 3 years. These projects may include services for commercial or federal entities. Brief descriptions of the relevant projects shall be provided along with contact references for each.
