19th Contracting Squadron located at Little Rock AFB, AR 72099, intends to award a sole source award to Monaco Enterprises, Inc.(MEI), 14820 East Sprague Avenue, Spokane Valley, Washington 99216. This requirement is for non-personal services to provide all personnel, labor, tools, materials, and equipment necessary to perform a technology refresh to Windows 11 for the existing Monaco Fire Alarm Reporting System at Little Rock AFB. MEI is the original manufacturer and service provider for the Fire, Security, and Life Safety Equipment currently in use at the base. These systems are comprised of proprietary software developed and exclusively owned by MEI, and MEI does not authorize third parties to alter or add to its software or equipment. Only MEI technicians possess the installation expertise afforded by factory training, as well as the proprietary tools and specialized test equipment required to program the hardware, ensure seamless integration with the existing MEI D-21 system, verify proper operation, and make any necessary repairs. The Government intends to acquire this service under the guidelines of RFO Part 8, Required Sources of Supplies and Services. The Government intends to solicit and negotiate directly under the authority of 10 U.S.C. 3204(a)(1) and R-DFARS 206.103-170, as only one responsible source and no other supplies or services will satisfy Little Rock AFB requirements. This is not a solicitation for competitive quotes; however, if any interested party can provide this service without compromising manufacturing, delivery, warranty, system integrity, or proprietary software licensing constraints, you may submit a statement of capabilities to be considered by the 19th Contracting Squadron. A determination by the Government not to compete this proposed requirement is based upon responses to this notice and it is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement in the future. The capability statement, a price list, and any other information furnished must be sent via email only and must contain material in sufficient detail to allow the Government to determine if the party can meet the requirements without violating MEI's exclusive software and hardware ownership. Capability statements and related materials must be e-mailed to SSgt Justin McCoy at justin.mccoy.3@us.af.mil and SSgt Richard Kelly at richard.kelly.32@us.af.mil by 2:00 PM Central Daylight Time on 20th August 2026.
