Amendment 0003 Small Business Subcontracting Plan Template. The U. S. Army Corps of Engineers, St. Louis District, is seeking to engage the services of a federally compliant facility to house archaeological collections (material remains and associated records, as defined in 36 CFR Part 79.4) from the U.S. Army Corps of Engineers (USACE), Northwestern Division (NWD), Plateau Region project lands or activities. This contract will support the USACE Portland, Seattle, and Walla Walla Districts, as well as the USACE St. Louis District?s Mandatory Center of Expertise for the Curation and Management of Archaeological Collections (MCX CMAC). The work is being performed in accordance with the National Historic Preservation Act (as amended) and 36 CFR Part 79. The National Historic Preservation Act (54 U.S.C 306108) requires federal agencies, including USACE, to assume responsibility for the preservation of historic properties and artifact collections under USACE stewardship. The following authorities and regulations require that USACE preserve and maintain such collections for the people of the United States and future generations: the Antiquities Act (54 U.S.C. 320301-320303); Historic Sites Act (54 U.S.C. 102303102304 and 320101-320106); Archaeological and Historic Preservation Act (54 U.S.C. 312501-312508); the National Historic Preservation Act of 1966 (54 USC 300101 et seq.); the Reservoir Salvage Act (P.L. 86-523); the Archaeological Resources Protection Act of 1979 (16 USC 470 as-mm); the Abandoned Shipwreck Act (P.L. 100-298); 36 CFR Part 79, Curation of Federally-Owned and Administered Archeological Collections; EP 1130-2-540, Project Operations: Environmental Stewardship and Maintenance Guidance and Procedures, and ER 1130-2-540, Project Operations: Environmental Stewardship Operations and Maintenance Policies. Additionally, the Native American Graves Protection and Repatriation Act (NAGPRA, P.L. 101-601) require USACE to identify Native American human remains and NAGPRA-defined cultural items and work towards a disposition of these materials following processes and procedures outlined in the law and regulations (43 CFR Part 10).
