This Sources Sought Notice (SSN) is for planning and market research purposes only and shall not be construed as a solicitation, Invitation for Bid (IFB), Request for Quotation (RFQ), or Request for Proposal (RFP). This notice does not commit the Government to contract for any supply or service. The Government will not pay for any information or administrative costs incurred in response to this SSN; all costs associated with responding will be solely at the interested party’s expense. Subject: Raised Access Floor System Notice Type: Sources Sought / Market Research NAICS Code: 337215 – Showcase, Partition, Shelving, and Locker Manufacturing (Size Standard: 500) PSC Code: PSC 7220 Floor Coverings Place of Performance: Sepulveda Air National Guard Station, Van Nuys, CA 91409 Background & Requirements The Government is seeking potential sources capable of providing a comprehensive, turn-key solution to deliver, install, and support a safe, modular, and robust raised access floor system for a mission-critical Security Operations Center (SOC) environment The core parameters of the draft Statement of Objectives (SOO) include: Footprint: Approximately 2,800 square feet. Load Rating: Certified minimum concentrated load rating of approximately 1,250 lbs to support heavy IT equipment and operator consoles. Materials: Non-combustible, data-center-grade materials with a Class A flame spread rating. Height & Access: Uniform level finished floor at a height of 6 inches. Must include ADA-compliant ramps that safely accommodate the floor height and existing facility doorways. Electrostatic Discharge (ESD) Mitigation: Integrated ESD-rated surface finish and grounding to protect sensitive SOC electronics. Cable Management: Support for routing power and data cables underneath, enabling the pass-through of existing electrical whips from furniture to subfloor outlets without requiring hardwiring by the contractor. Relocatability: Modular and non-permanent installation (not annexed to the building structure) to allow future reconfiguration/relocation without facility damage. Lifecycle Support: Commercial parts and labor warranty, O&M manuals, as-built drawings, and commercial equivalent warranty on compatible replacement parts Capability Statement Submission Requirements Interested businesses are requested to submit a Capability Statement demonstrating their ability to fulfill the Government’s needs. Submissions must include the following information: Section A: Corporate Profile Company Name, Address, and Website. Point of Contact (Name, Title, Phone, and Email). Unique Entity Identifier (UEI) and CAGE Code. Business Size and Socio-Economic Status under NAICS 337215 (e.g., Large Business, Small Business, Service-Disabled Veteran-Owned Small Business [SDVOSB], Women-Owned Small Business [WOSB], 8(a), HUBZone). Specify if your firm holds any Federal contract vehicles (e.g., GSA MAS, 8(a) STARS III, NASA SEWP, or regional IDIQs) that cover these types of commercial flooring installations. Section B: Technical Capability Provide a brief description of standard commercial products your firm can supply that meet or exceed the 1,250 lbs concentrated load, Class A flame spread rating, and integrated ESD grounding requirements. Section C: Industry Feedback To help the Government refine the acquisition strategy, please provide brief responses to the following questions as an appendix to your capability statement: In your commercial practice, is a project of this nature normally procured as a Construction project or a Commercial Item Supply with Installation Services? Are there specific cost-drivers in the draft SOO (e.g., the 6-inch height limitation, the 1,250 lbs load capacity, or the non-permanent relocatability requirement) that will disproportionately affect pricing? What is the typical commercial lead time for manufacturing, delivering, and installing a 2,800 sq ft access floor system after receiving a formal award? Are there any areas in the draft SOO that require clarification, or are there commercial best practices for data center flooring that the Government should consider adding to the requirements? If this requirement is set aside for Small Businesses, are there sufficient qualified manufacturers and installers in your socio-economic category to ensure a highly competitive bidding pool? The Government’s goal for 'relocatability' is to allow for future reconfiguration without structural damage. What is your standard commercial installation method (e.g., pedestal adhesive, free-standing)? Does this method meet our goal? Do your standard commercial offerings that meet the 1,250 lbs load rating typically include an integrated ESD finish and Class A flame spread rating, or are these features that add significant cost?
