Statement of Need Metal Mounting Plates for Firewall Replacement – LCS Freedom Variant Ships 1. Purpose The purpose of this requirement is to procure fifty-four (54) custom-fabricated metal mounting plates to support the installation of replacement firewall equipment aboard Littoral Combat Ship (LCS) Freedom Variant ships. These mounting plates are required to provide a secure and standardized mounting solution for the new firewall hardware as part of the fleet modernization effort. 2. Background The existing firewall equipment installed aboard LCS Freedom Variant ships is being replaced to improve cybersecurity capabilities and maintain compliance with current Navy network security requirements. Because the replacement firewall equipment differs from the existing firewall’s mounting points, custom mounting plates are required to facilitate installation while maintaining proper fit, alignment, and structural integrity within the designated equipment spaces. The Engineering Design Lab (EDL) at Naval Surface Warfare Center, Port Hueneme Division (NSWC PHD), is currently designing the mounting plate. The final engineering drawing is expected to be completed in September 2026. 3. Requirement The Government requires the fabrication and delivery of fifty-four (54) metal mounting plates manufactured in accordance with the Government-furnished engineering drawing and associated technical specifications. The contractor shall: Fabricate fifty-four (54) metal mounting plates in strict accordance with the final Government-provided engineering drawing. Utilize the material, dimensions, tolerances, finishes, and fabrication processes specified in the drawing package. Deliver completed mounting plates free of defects and suitable for shipboard installation. Package and protect the fabricated parts to prevent damage during shipment. The Government will furnish the final engineering drawing upon contract award or when the drawing package is released by the Engineering Design Lab. 4. Schedule Final engineering drawing available: September 2026 Fabrication to begin following receipt of the approved drawing package. Initial ship installation is planned for October 2026; therefore, fabrication and delivery shall support this installation schedule. 5. Desired Outcome The fabricated mounting plates will enable timely installation of replacement firewall equipment aboard LCS Freedom Variant ships, minimizing installation delays and supporting fleet cybersecurity modernization efforts. Also, to support our current ship installation schedule, if we could have the 54 plates delivered by: QTY 6 by 12 OCT 2026 QTY 18 by 01 NOV 2026 QTY 30 by 01 DEC 2026 Please response to the following questions: What tolerances are acceptable? What drawing format is acceptable? Can you accept Distribution D/CUI drawings?
