This is a combined synopsis/solicitation for commercial products or commercial services prepared in accordance with the format in Revolutionary FAR Overhaul (RFO) Subpart 12.2, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The Department of War (DoW) intends to negotiate on a sole source basis with FXC Corporation for the procurement of FXC Parachute Canopy Dereefer, Model DM-500, Part Number 811-00289-4, QTY 6. Notice of Intent to Sole Source ?? Subject Description Statutory Authority 10 U.S.C. 3204(a)(1) as implemented by RFO 6.103-1 Justification FXC Corp is the original equipment manufacturer (OEM) for this item. The FXC Parachute Canopy Dereefer, Model DM-500, Part Number 811-00289 is the only USAF authorized model as it pertains to Technical Order 13C5-31-2, Field Maintenance Manual with Repair Parts and Special Tool List--Parachute, Cargo 100' diameter, Models G11-B, G-11C, G11-D. Although, the product is listed as available for procurement through Divine Imaging Inc., an authorized reseller, via the GSA Advantage platform, Divine Imaging confirmed they cannot procure these items at this time on 31 July 2026. Further, on 8/13/26, FXC Corp advised that Divine Imaging is not authorized to resell this equipment and provided a sole source letter. Therefore, procurement must be done through FXC Corporation. This procurement pathway ensures compliance with federal purchasing guidelines while utilizing established government acquisition channels. Scope of Work Provide 6 each of DM 500, Part Number 811-00289-4 Market Research GSA search was conducted resulting in a singular retailer. Purchase inquiry was made and retailer could not meet demand. Although, the product is listed as available for procurement through Divine Imaging Inc., an authorized reseller, via the GSA Advantage platform, Divine Imaging confirmed they cannot procure these items at this time on 31 July 2026. Further, on 8/13/26, FXC Corp advised that Divine Imaging is not authorized to resell this equipment and provided a sole source letter. Therefore, procurement must be done through FXC Corporation. FXC Corp was then contacted for a quote. Contracting inquired about additional resellers of this product but the manufacturer confirmed there are no others. Instructions to Interested Parties ? This notice of intent is not a request for competitive proposals; however, all responsible sources may submit a capability statement, proposal, or quotation which shall be considered by the agency. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
