SERVICE AGREEMENT FOR THE CYTENA F SIGHT CELL SORTER

Department of Health and Human Services · National Institutes of Health · NATIONAL INSTITUTES OF HEALTH OLAO
Account requiredWhy it scored this way

Every reason behind the verdict rather than the headline one — which of your certifications match, how much runway is left, whether the work is your size, and what we would need to know to sharpen it.

Solicitation documents

The requirements that decide a bid — bonding, clearances, experience minimums, page limits — live in the attachments, not in the notice above. Start a free trial to upload them and have them read.

Draft the paperwork

Written against this notice and what you have told us about your company. Anything we do not know is marked [NEEDS INPUT] in the draft rather than guessed at — read it before you send it. Federal notices routinely put the real requirement in an attachment; adding the documents above makes every one of these materially better.

Start a free trial to draft these. Nothing is sent to an agency on your behalf, ever — you get a document to review, edit and submit yourself.

What would disqualify you

Read straight from the solicitation documents: the bonding, clearances, insurance minimums, experience thresholds and deadlines that decide whether you can bid at all — before you write a word.

Compliance matrix

Every stated and implied requirement, its source section, whether it is mandatory, and where your response will address it.

Proposal outline

A submission skeleton where every required element is a heading with its source requirement quoted beneath it. You write the substance; nothing gets forgotten.

Questions to submit

Genuine ambiguities and requirements that disadvantage a smaller bidder, drafted as questions you can submit before the Q&A deadline.

Past performance write-ups

Which of your prior awards best match this requirement, and draft write-ups in the format the agency asked for.

Statement of work, as posted

NOTICE OF INTENT – SOLE-SOURCE ACQUISITION Notice No.: 75N98027Q00016 The National Institutes of Health (NIH), National Institute on Deafness and Other Communication Disorders (NIDCD), intends to award a Firm-Fixed-Price Purchase Order to Cytena for a one-year service agreement for the Cytena F.SIGHT Cell Sorter. Description of the Requirement NIDCD requires a one-year service agreement providing remedial repair services and preventive maintenance for the Cytena F.SIGHT Cell Sorter, Serial No. CYT-USI-2020-06-095. The service agreement is necessary to maintain the instrument's operational performance, reliability, and continued availability for research activities. Justification for the Proposed Sole-Source Acquisition The Government intends to solicit from a single source pursuant to FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. Cytena is the manufacturer of the F.SIGHT Cell Sorter and is considered the sole source for the required service agreement. Maintaining the instrument through appropriate preventive maintenance and timely remedial repairs is essential to preserving its performance, minimizing equipment downtime, and ensuring the reliability and integrity of research data. A service agreement with Cytena is intended to support the continued operation of the instrument and minimize disruptions to NIDCD research activities. Response Information This notice is not a request for competitive quotations or proposals. However, interested parties that believe they can meet the Government's requirements may submit a capability statement demonstrating their ability to provide the required preventive maintenance and remedial repair services for the specified instrument and meet all applicable technical and operational requirements. The Government will review timely submissions to determine whether another responsible source is capable of satisfying the requirement and whether a competitive acquisition is appropriate. The Government anticipates making an award approximately five (5) calendar days after the closing date of this notice, unless the Government determines that another responsible source can satisfy the requirement. Capability statements must be submitted electronically to haunp@mail.nih.gov no later than 9:00 a.m. EDT on October 26, 2026. Please reference Notice No. 75N98027Q00016 in the subject line of the submission.
