Snow and Wind Design Criteria: The specifications state that the structures must meet site-specific snow and wind load criteria, while the actual ground snow load and wind speed values are left ¿to be determined by site specific design.¿ Please confirm whether the contractor/manufacturer is responsible for determining these site-specific design loads through its licensed engineer, or whether BLM will provide the required design values. A1. This amendment hereby modifies requirements 4 & 5 of the attached specification to remove CUSTOM wind and snow load requirements. Snow and Wind Loads: The specifications state that the ground snow load and wind speed loading are to be determined by site-specific design(by manufacturer), but the required PSF and MPH values are blank. Can BLM provide the required ground snow load and design wind speed for the Rob Jaggers Campground location? RE: Datil Well CG Shelters ONLY ¿ these values are blank as a requirement of the building manufacturer to calculate and provide in the response to this solicitation. These values need to be based on the site-specific locations, as provided and current building codes. BLM does not have the expertise to determine wind and snow load and that is why BLM is requiring those structural loads to be calculated by the building manufacturer. RFO: Manufacture will have to use any national or local codes for load and wind specifications. 2. Applicable Building Code: The specification references "2018 IBC, or newer." Can BLM confirm the specific edition of the IBC and any locally applicable amendments that should be used for the engineered shelter and foundation designs? RE: Datil Well CG Shelters ONLY ¿ the Building Codes, as specified in the SOW, shall be determined by the manufacturer literally as ¿2018 IBC or newer¿, which the building manufacturers must be capable to determine and show compliance with. These values are based on the provided site-specific locations and the most current building codes. BLM does not have the expertise to determine these and that is why BLM is requiring code compliance to be determined by the building manufacturer. This response applies to both shelter and foundation design. RFO: Concur with the above statement. 3. Post/Upright Quantity: Under the coating requirements, the specifications reference color selection for the "24 each ¿ 10' x 10'" post/uprights, while the procurement is for 24 shelters. Please confirm that this is a typographical error and that the requirement applies to all posts/uprights associated with the 24 shelters. The specifications require engineered foundation drawings and anchor templates but do not expressly state that the contractor is responsible for construction/installation. RE: Datil Well CG Shelters ONLY ¿ Exactly as the Specifications indicate this procurement is for manufacture and delivery only. There will be absolutely no installation, excavation, concrete foundations/footings, anchor installation, since the shelter erection will be performed later by others. Vendor must follow delivery instructions. RFO: Same as above. 5. Offloading: The specifications state that the contractor is responsible for offloading and that site conditions will require an off-road forklift or equivalent machine. Can BLM confirm whether the contractor must furnish and operate the off-road forklift/telehandler at delivery, with no Government-furnished unloading equipment available? RE: Datil Well CG Shelters ONLY ¿ BLM will offload if the required advanced notice is provided. Vendor must follow delivery instructions. RFO: Contractor will need to provide offloading services of the above mentioned equipment. 6. Delivery Date: The solicitation identifies October 30, 2026 as the delivery date. Please confirm whether all 24 (29 in this combined Solicitation) shelters must be delivered in a single shipment by October 30, or whether phased/partial deliveries prior to October 30 are acceptable. RE: Datil Well CG Shelters ONLY ¿ The shelters can be delivered as either a partial or complete quantity, if the delivery instructions are followed. However, payment cannot be invoiced or paid until the entire quantity is delivered, inspected, and accepted. For Datil CG the final delivery date is flexible based on manufacturers required lead time. RFO: Same as above. 7. Warranty: The evaluation criteria state that a minimum ten-year warranty should be offered for "materials and/or workmanship," while the specifications state a minimum ten-year warranty against manufacturer defects. Please confirm the required warranty standard and whether a manufacturer's standard 10-year warranty against manufacturing defects satisfies this requirement. RE: Datil Well CG Shelters ONLY ¿ If the Industry Standard as offered by the Manufacturer for "materials and/or workmanship," is 10 years, BLM will not accept a warranty less than the manufacturer's and industry standard. RFO: Same as above. 8. Quantity Clarification: The solicitation calls for 24 shelters, but the specifications contain the language "Quantity: 8 Total: 24 each of 10' x 10' shelters." Please confirm that the total required quantity is 24 shelters. RE: Datil Well CG Shelters ONLY ¿ Minimum Specifications: Quantity of 5 (five) as specified: 3. Amendment 0002 The purpose of this amendment is to remove line 10 and substitute with line 11. No other changes are made.
