Department of Veterans Affairs · 262-NETWORK CONTRACT OFFICE 22 (36C262)
Account requiredWhy it scored this way

Every reason behind the verdict rather than the headline one — which of your certifications match, how much runway is left, whether the work is your size, and what we would need to know to sharpen it.

Draft the paperwork

Written against this notice and what you have told us about your company. Anything we do not know is marked [NEEDS INPUT] in the draft rather than guessed at — read it before you send it.

Start a free trial to draft these. Nothing is sent to an agency on your behalf, ever — you get a document to review, edit and submit yourself.

Compliance matrix

Every stated and implied requirement, its source section, whether it is mandatory, and where your response will address it.

Proposal outline

A submission skeleton where every required element is a heading with its source requirement quoted beneath it. You write the substance; nothing gets forgotten.

Questions to submit

Genuine ambiguities and requirements that disadvantage a smaller bidder, drafted as questions you can submit before the Q&A deadline.

Past performance write-ups

Which of your prior awards best match this requirement, and draft write-ups in the format the agency asked for.

Statement of work, as posted

The purpose of this amendment 0003 is to extend the response due date and provide additional Questions and Answers. Submission of your final response shall be received electronically not later than 2:30 PST on 08/25/2026 at Stephanie.Naron@va.gov. Subject line should include “RESPONSE TO RFQ 36C26226Q1150.” QUESTIONS AND ANSWERS (16 and 17) 16. Amendment 0002 adds the S45 parking garage to the scope and states that the drone shall be used on stucco, but it does not identify the required cleaning method for the parking garage itself. Can you please confirm one of the following: S45 is required to be cleaned by drone, or S45 may be cleaned using conventional pressure-washing equipment and/or a boom lift, as appropriate for the surface and access. Answer: S45 can be done with Drone or pressure washing. If drone cleaning is required for S45, please also confirm whether the VA will provide a vehicle-clearance/closure period during cleaning to prevent overspray and dirty-water runoff onto parked vehicles. Answer: VA will schedule the parking garage to be closed during cleaning on a weekend. 17. The amendment states that the drone shall be used on the stucco and that the windows shall be cleaned by hand. However, we do not see a building-by-building identification of which exterior façade areas are stucco or which surfaces the VA specifically expects to be cleaned by drone. Could you please clarify, for each of the following locations, which exterior façade/stucco surfaces are included in the drone-cleaning requirement: Answer: Building 2 drone shall be used on exterior façade/stucco and that the windows shall be cleaned by hand Building 20 exterior façade/stucco surfaces Building 29 exterior façade/stucco surfaces Building 30 exterior façade/stucco surfaces Building 31 exterior façade/stucco surfaces Building 32 exterior façade/stucco surfaces S45 Parking Garage exterior façade/stucco surfaces For S45 specifically, could you also confirm: Answer: VA will schedule the parking garage to be closed during cleaning on a weekend. What exterior surfaces of the parking garage are included in the cleaning scope; Whether any of those surfaces are stucco; Whether the VA specifically requires drone cleaning for S45; and If drone cleaning is required, whether the VA can provide a closure or vehicle-clearance period to prevent overspray and dirty-water runoff onto parked vehicles. Our team believes the parking garage may be better suited to a boom lift and conventional pressure-washing equipment depending on the surface material and access, so we want to make sure we are pricing the method the VA actually intends. Answer: S45 can be done with Drone or pressure washing.
