Subject: Request for Quotation No. RFQ No. 19MX5326Q0047 for MEX-New SUV vehicle for Mexico City The Embassy of the United States of America invites you to submit a quotation for one (1) brand new compact or midsize SUV, AWD or 4WD, automatic 8-speed transmission, with service, maintenance, and warranty valid in Mexico City, Mexico. Your quotation must be submitted to the address shown in paragraph A.4 — Submission Date and Address, under Section 3 of the solicitation document, on or before 13:00 hours (1:00 PM) Mexico City local time on Tuesday, June 30, 2026. No quotations will be accepted after this time. The selected offeror will be fully responsible for providing the vehicle in full conformance with the technical specifications described in the Request for Quotation (RFQ) document, including obtaining any required local government permits, licenses, and import documentation as applicable. Offerors are responsible for presenting an offer that addresses all elements listed in the RFQ. If a discrepancy is identified between the offeror's proposed vehicle and the stated requirements, the offeror must flag it in the quotation. The offeror shall provide complete information on the item being quoted, in conformance with the requirements stated in the RFQ, including descriptive literature, manufacturer brochures, technical datasheets, maintenance manuals, and warranty documentation, as applicable. Items shall comply with the minimum quality and warranty standards stated in the RFQ document. All offerors that respond to this solicitation must be technically qualified and financially responsible to perform the work. At a minimum, each offeror must meet the following requirements when submitting their quotation: Be able to understand written and spoken English and Spanish. Have an established business with a permanent address and telephone listing. Have the necessary personnel, equipment, and financial resources available. Hold all licenses and permits required by local law, including authorized dealership status within Mexico City. Meet all local insurance requirements. Have no adverse criminal record. Have no political or business affiliation that could be considered contrary to the interests of the United States. Demonstrate good experience and past performance records in supplying SUVs or similar passenger vehicles. Identify specialized experience and technical competence required to fulfill the requirement in accordance with this solicitation. Maintain a vehicle seller client portfolio demonstrating relevant past performance. Be able to comply with at least one of the invoicing options described in Section 1, Paragraph E of the solicitation, and confirm in the quotation which option will be used. Vehicles manufactured in China or of Chinese brands will not be considered. Registration in SAM.gov Offerors may register in SAM.gov, but registration is not required to submit a quotation for this overseas procurement. If an offeror chooses not to register in SAM.gov, the offeror must instead submit all responsibility documentation normally collected through SAM.gov, including: A valid Unique Entity Identifier (UEI) A valid NCAGE/CAGE code, if applicable Completed Representations & Certifications (FAR/DFARS) — see Attachments 4, 5, and 6 Confirmation of eligibility to receive U.S. Government awards — see Attachment 7 Documentation supporting responsibility under FAR 9.104 Completed Offeror Identification information as required by provision 52.204-90, included in Section 3 of the solicitation Failure to provide the required documentation with the quotation may result in the offer being considered non-responsive. The U.S. Government intends to award a firm fixed-price purchase order to the responsible company submitting a technically acceptable quotation at the lowest price. The Government intends to award based on initial quotations, without holding discussions, although discussions may be held with offerors in the competitive range if necessary.
