Notice to Offerors and Suppliers: Funds are not presently available for this contract. No award will be made under this solicitation until funds are available. The Government?s obligation under this contract is contingent upon the availability of appropriated funds from which payment for contract purposes can be made. No legal liability on the part of the Government for any payment may arise until funds are made available to the Contracting Officer for this contract and until the Contractor receives notice of such availability, to be confirmed in writing by the Contracting Officer. The Government reserves the right to cancel this solicitation, either before or after the closing date. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an offeror for any costs. The purpose of this requirement is to demolish the existing energy recovery ventilation units (ERU) and replace them with two new Dedicated Outdoor Air Systems (DOAS) in Building 1130 annex in accordance with the Statement of Work. Period of Performance: 115 Calendar Days Competition: This requirement is a competitive 100% Small Business Concern Set Aside for North American Industry Classification System (NAICS) code 238220. The Magnitude of this requirement is valued between $500,000.00 and $1,000,000.00. SITE VISIT ATTENDANCE FOR PRIME CONTRACTORS COMPETING FOR AWARD IS MANDATORY. A site visit is scheduled for Friday, 14 August 2026 at 8:00 AM EDT (local). Please arrive at the Shaw AFB (Main Gate) Visitor Control Center at least 45 minutes prior to the site visit start time to ensure enough time to obtain visitor pass. Completed Base Pass Request Forms (Attachment 09) must be submitted to the Contract Specialist Staff Craig Johnson at email address: craig.johnson.37@us.af.mil and Mr. Darrel Ford at email address: darrel.ford.3@us.af.mil no later than Tuesday, 11 August 2026/2:00 PM EDT (local). Escorts on base will not be provided. No other site visits will be conducted. The site visit meeting location is in front of building 1130. This is a secured facility. No electronic smart/recording devices (Apple Watch, Cell Phone, ear buds, etc.) are allowed in the facility. Please do not bring these items to the (front of building) meeting location. The street address is 524 Shaw Drive, Shaw AFB, SC, 29152. Please do not park in front of the building drive through parking area. This is a designated reserved only parking area. Unauthorized vehicles found parking in this area are subject to ticketing and/or towing. Parking is permitted on the east side of the building where available. Unless otherwise changed in a solicitation amendment, the bid submission due date for this requirement is Friday, 18 September 2026, 1:00 P.M. EDT (local). Solicitation bid opening is on Monday, 21 September 2026/ 9:00 A.M (EDT) local.
