Statement of work, as posted

The Network Contracting Office (NCO) 6 plans to issue an Invitation for Bid (IFB) to obtain construction services for the renovation of approximately 3,500 square feet of clinical space located on the first floor of building 47. Construction is to take place at the Western North Carolina VA Health Care System (WNCVAHCS). Renovation includes improvements to the ENT and Podiatry patient care areas, creation of a new waiting area, modernization of exam rooms, increased storage capacity, and upgrades to meet current codes and VA design standards. Work shall be performed in accordance with the construction drawings and the VA Final Bid Specifications. A Pre-Bid Site Visit is tentatively projected for 15 September 2026 at 2:00PM EST and Potential Bidders are required to RSVP by no later than 12:00PM EST 7 September 2026 via email to quentin.norvell@va.gov. The definitive Site Visit Date will be published within the formal Solicitation. Attendance of the Pre-Bid Site Visit is not mandatory but is highly encouraged. It is the responsibility of the Potential Bidder to confirm receipt of RSVP. It is the responsibility of the Potential Bidders to bring all necessary personnel, inclusive of subcontractors, tooling, and materials necessary to the Pre-Bid Site Visit. The Government will NOT be providing paper copies of any solicitation, solicitation attachments or annexes, specifications, or drawings. The Government will NOT be reimbursing any costs associated with attendance or bid preparation. The North American Industry Classification System (NAICS) code is 236220 with a size standard of $45 million. The approximate IFB issue date will be 27 August 2026 with an approximate response date of 30 September 2026. The estimated magnitude of construction for this project is between $1,000,000.00 and $2,000,000.00 IAW VAAR 836.204. The IFB will be issued on a restricted basis and will be 100% Set-Aside for Service-Disabled Veteran Owned Small Business (SDVOSB) concerns. However, if this pre-solicitation notice does not generate sufficient socio-economic interest to justify maintaining the merit the set-aside, the projected site visit may be cancelled. If a qualified SDVOSB is indeed interested in this requirement and does plan to attend the site visit, please ensure that your firm s interest in this project is communicated to the POC for this notice by the previously identified RSVP date above. To be eligible for award the SDVOSB must be considered small under the relevant NAICS code and must be registered and verified in the following websites: https://search.certifications.sba.gov/ Companies must be certified to be considered for an award. Potential Bidders are further advised that failure to register in the SAM database will render your firm ineligible for award. Registration requires applicants to have a DUNS number; recommend registering immediately to be eligible for timely award.
