The U.S. Consulate General Cape Town invites qualified Architect-Engineer (A/E) firms to submit their qualifications to perform an independent structural assessment of an existing braai canopy and associated flue/chimney termination located on U.S. Government property in Cape Town, South Africa. IMPORTANT: This is a qualifications-based selection. Do not submit pricing information at this stage. 1. Requirement The Government requires a qualified A/E firm to independently assess whether the existing braai canopy and associated flue/chimney installation are structurally adequate, code-compliant, and suitable for continued safe use. Conduct an on-site inspection of the existing structure. Perform structural analysis and calculations. Assess compliance with applicable South African building requirements and relevant engineering standards. Identify structural deficiencies and recommend remedial measures, if required. Prepare a signed/sealed professional engineering report documenting findings and recommendations. The lead structural/civil engineer shall be registered with the Engineering Council of South Africa (ECSA) as a Professional Engineer (Pr.Eng.), or hold an acceptable equivalent U.S. Professional Engineer (P.E.) license. A detailed Statement of Work (SOW) will be provided to the most highly qualified firm following completion of the qualifications evaluation. 2. Selection Method This acquisition will be conducted using the qualifications-based selection procedures of FAR Subpart 36.6 and the Short Selection Process under FAR 36.602-5 and DOSAR 636.602-5. Firms will be evaluated on professional qualifications, relevant experience, capacity, past performance, and local knowledge. Price will not be considered during the qualifications evaluation. Following selection, the Government will provide the detailed SOW to the most highly qualified firm and request a price proposal. The Contracting Officer will then negotiate a fair and reasonable price. If agreement cannot be reached, the Government may proceed with the next most highly qualified firm in accordance with FAR Subpart 36.6. 3. Qualifications Submission A completed SF330, Architect-Engineer Qualifications. Evidence of current professional registration/licensure for the proposed lead structural/civil engineer. Up to three (3) relevant projects demonstrating experience with structural inspections, assessments, or analysis of existing structures. Two (2) client references for similar work. A brief statement confirming the firm's availability and capacity to perform the work in Cape Town. SF330 submissions should focus on personnel and projects directly relevant to this requirement. SF330 form: https://www.gsa.gov/forms-library/architect-engineer-qualifications Do not include prices, fees, hourly rates, or other cost information in the qualifications submission. 4. Evaluation Criteria 1. Professional Qualifications - 35%: Qualifications and professional registration/licensure of the proposed personnel. 2. Specialized Experience and Technical Competence - 30%: Experience performing structural inspections, assessments, calculations, and analysis of existing structures of similar nature or complexity. 3. Capacity - 10%: Ability and availability to perform the requirement within the required timeframe. 4. Past Performance - 10%: Quality and successful performance of similar professional engineering assignments. 5. Local Knowledge - 10%: Knowledge of applicable South African building requirements, engineering standards, and local conditions. 6. Other Relevant Qualifications - 5%: Other capabilities directly relevant to successful performance of the requirement. The Government will select the most highly qualified firm based on the qualifications evaluation. 5. Vendor Compliance The successful firm will be required to complete the attached NDAA Section 889 Vendor Compliance Certification prior to award. The certification is not required with the initial qualifications submission. 6. Price Negotiation and Contract Award Following selection of the most highly qualified firm, the Government will provide the detailed SOW and request a price proposal. The Contracting Officer will negotiate with the selected firm to establish a fair and reasonable price. If agreement cannot be reached, the Government may proceed with the next most highly qualified firm. Only the U.S. Government Contracting Officer (CO) is authorized to negotiate, commit, or award a contract on behalf of the U.S. Government. Submission of qualifications does not constitute an award or authorization to begin work. 7.
