Presolicitation Notice Page 4 of 4 Page 1 of 3 This is NOT a Request for Proposal (RFP) Pre-Solicitation Notice, 36C10F26R0054, National Center for Warrior Independence Multiple Task Order (MATOC) IDIQ In response to EO 14296, Keeping Promises to Veterans and Establishing a National Center for Warrior Independence, The Department of Veterans Affairs (VA), Office of Construction and Facilities Management is issuing a Pre-Solicitation Notice for the Two-Phase Design-Build Solicitation Number 36C10F26R0054, National Center for Warrior Independence Multiple Task Order Contract (MATOC). Under this RFP, and in accordance with RFO 36.101-2(b), following the evaluation of Phase I proposals, the Contracting Officer will select the most highly qualified offerors up to three, unless the Government determines that a greater number is in its best interests, and via an amendment to the solicitation invite those offerors to submit Phase II proposals for the Seed Task Order Construct Administration Building 306 . The Seed Task Order, titled Construct Administration Building 306, will be evaluated during Phase II of this solicitation. In Phase II, Successful Phase I Offerors will be required to submit both technical and price proposals for this initial seed task order. Phase I and Phase II Evaluation Criteria, as well as any potential future projects will be specified in the official Request for Proposal. The Period of Performance is for a period of no more than 730 days after issuance of the Notice to Proceed. The project will involve demolition, design, and construction of a new facility to replace Building 306, delivering a new 40,000 square foot facility that consolidates administrative and operational space for VA Care, Treatment, and Rehabilitation Services (CTRS), Community Engagement and Reintegration Services (CERS), Behavioral Health, Mental Illness Research, Education, and Clinical Center (MIRECC), Geriatric Research, Education, and Clinical Centers (GRECC), Geriatrics and Extended Care (GEC), and Center for Development and Civic Engagement (CDCE). These programs currently occupy space within Buildings 258, 257, and 306 on the West Los Angeles VAMC campus and their relocation to a new facility would support future Veteran Housing initiatives within those buildings. Temporary canteen services will be provided through the end of 2028 to maintain continuity of operations. Upon establishment of temporary services, the existing Building 306 will be demolished, and site preparation will commence. The Government intends to award a maximum of three MATOC IDIQ contracts to the offerors whose Phase II proposals represent the best overall value. Â The seed task order "Construct Administration Building 306" will be awarded exclusively to the highest-rated awardee. Â All MATOC awardees will be eligible to compete for subsequent task orders. Future competition for task orders under this IDIQ will be restricted to the firms awarded NCWI MATOC IDIQs in accordance with RFO 16.507-2, Fair opportunity procedures. The contract is estimated to be awarded on December 11, 2026. NOTICE TO PRIME (GENERAL) CONTRACTORS: The offeror must be registered in the System for Acquisition Management database at https://sam.gov/ prior to award. SOLICITATION and AMENDMENTS: Prospective Offerors must obtain copies of solicitation documents from https://sam.gov/ , which will be available on or about July 31, 2026. By registering at https://sam.gov/ , the Offerors will have access to downloading plans, specifications and amendments, which will be available only in Adobe PDF electronic format. The Offerors must be registered in https://sam.gov/ and have a Unique Entity Identifier (UEI) Number to download documents. By registering, you will be notified by e-Mail of any new amendments that have been issued and posted. No other notification of amendments will be provided. Potential Offerors are advised that they are responsible for obtaining and acknowledging any amendments to the solicitation. There will be no public bid opening. All Offerors must ensure that their firms have the ability to provide both 100% Performance and Payment Bonds. In addition, the Offerors will be required to submit a bid guarantee with their proposal. The proposals will be evaluated and award made utilizing the Best Value, Trade-Off method per Revolutionary FAR Overhaul (RFO) 15.103-1. Offerors are advised award may be made without discussion. The estimated due date of Proposals for Phase I will be 5:00PM (ET) on September 01, 2026. Firms eligible to participate in Phase II will be notified via solicitation amendment.
