Page 1 of Page 4 of 4 Page 1 of 2 The Department of Veterans Affairs Medical Center, Network Contracting Office (NCO 8), on behalf of the North Florida/South Georgia Veterans Health System, intends to issue a Sole Source Firm Fixed Price Task Order with a base year and three one year option periods to GE Healthcare, a Large Business (LB). Task Orders will be placed against the national High Technical Medical Equipment (HTME) contract VA797H 17 D 0024. GE Healthcare shall provide full service maintenance coverage for Government owned GE imaging equipment. GE Healthcare is the Original Equipment Manufacturer (OEM). In accordance with 38 U.S.C. 8127, the Veterans First Contracting Program, this requirement does not meet the Rule of Two. Therefore, the requirement will be awarded using other than competitive procedures, as GE Healthcare is the only responsible source capable of fulfilling the requirement. The North American Industry Classification System (NAICS) code is 811210, Electronic and Precision Equipment Repair and Maintenance, with a size standard of $34 million. The Product Service Code (PSC) is J065, Maintenance, Repair, and Rebuilding of Medical, Dental, and Veterinary Equipment and Supplies. This acquisition will be made under the statutory authority permitting an exception to fair opportunity, 41 U.S.C. 4106(c), implemented by FAR 16.505(b)(2)(i)(B): Only one awardee is capable of providing the required supplies or services at the necessary level of quality due to their unique or highly specialized nature. The anticipated award date is on or after October 1, 2026. This notice is not a request for competitive quotes and is posted for informational purposes only. Interested parties may identify their interest and capability to respond to this requirement prior to the closing date of this notice. Any response must include clear and convincing evidence that competition would be advantageous to the Government. Responses must include an authorization letter from GE Healthcare for the following HTME categories: computed tomography (CT) scanners, magnetic resonance imaging (MRI) systems, radiographic (X ray) systems, nuclear medicine, ultrasound, computed radiography, magnetoencephalography, positron emission tomography (PET CT, PET MR), cyclotrons, angiography, cardiac catheterization, and mammography systems. Interested parties must also demonstrate the capability to provide preventive maintenance, licensing, software, upgrades, and emergency services necessary to maintain Government equipment. Requirements include but are not limited to: OEM authorization; acceptable response times; on site field support and repair services; provision of all parts, labor, and travel; preventive maintenance; software updates; parts replacement; glassware; and uptime guarantees. Contractors must be OEM authorized dealers, distributors, or resellers, verified by an authorization letter or equivalent documentation, ensuring that OEM warranty and service requirements are maintained. All software licensing, warranties, and services must comply with OEM terms and conditions. Delivery of gray market items constitutes a breach of contract. The VA reserves the right to enforce contractual remedies, including contract termination or requiring replacement of gray market or remanufactured items at no cost to the Government. This notice does not obligate the Government to award a contract or pay for information provided in response. The Government may use information received for any purpose deemed legally appropriate. Respondents should ensure submissions are complete and detailed to allow evaluation of their qualifications. The Government is under no obligation to acknowledge receipt of responses or provide feedback. Responses to this notice will not be considered adequate replies to any future solicitation.
