The U.S. Army Contracting Command – Rock Island (ACC-RI-PICA) at Picatinny Arsenal, NJ, 07806-5000, on behalf of United States Army Combat Capabilities Development Command – Armament Center (DEVCOM) intends to issue a sole source Request for Proposal to American Chemical Society, 2540 Olentangy River Road, Columbus, OH 43202-1505, (CAGE Code 019P5) pursuant to Revolutionary FAR Overhaul (RFO) FAR 12.102(b) for SciFinder Enterprise-Wide Software, as there is no other search engine in the world that can provide the depth of collected information that American Chemical Society can. SciFinder software is useful to research scientists in many industries that focus on research and development. The software is a comprehensive search engine that allows scientists to explore many scientific areas and is used frequently to determine if prior knowledge exists with respect to new compounds. The software is a database for chemical literature, searchable by topic, author, and substances by name or chemical structure. It is a useful tool for synthetic chemists to research and create new compounds and will serve the Army mission with the development of novel energetic compounds. The resultant contract shall be awarded as a Firm Fixed Price, commercial contract utilizing RFO FAR 12.201-1 simplified procedures. The period of performance for this effort is a base year of twelve (12) months, with four (4), twelve (12) month options. The applicable NAICS Code is 513210. This effort is to purchase licensed access for one (1) SciFinder Software Account. THIS SYNOPSIS DOES NOT CONSTITUTE A REQUEST FOR QUOTE (RFQ). Further, this synopsis does not guarantee for release of a future RFQ and should not be construed as a commitment of any kind by the U.S. Government. Responses to this synopsis are not considered proposals/quotes, and cannot be accepted by the Government to form a binding contract.
