NATO Request for Information: NATO Integrated Cyber Defense Center (NICC) Urgent Requirement Project

Department of Commerce · Bureau of Industry and Security · BUREAU OF INDUSTRY AND SECURITY
Account requiredWhy it scored this way

Every reason behind the verdict rather than the headline one — which of your certifications match, how much runway is left, whether the work is your size, and what we would need to know to sharpen it.

Solicitation documents

The requirements that decide a bid — bonding, clearances, experience minimums, page limits — live in the attachments, not in the notice above. Start a free trial to upload them and have them read.

Draft the paperwork

Written against this notice and what you have told us about your company. Anything we do not know is marked [NEEDS INPUT] in the draft rather than guessed at — read it before you send it. Federal notices routinely put the real requirement in an attachment; adding the documents above makes every one of these materially better.

Start a free trial to draft these. Nothing is sent to an agency on your behalf, ever — you get a document to review, edit and submit yourself.

What would disqualify you

Read straight from the solicitation documents: the bonding, clearances, insurance minimums, experience thresholds and deadlines that decide whether you can bid at all — before you write a word.

Sources Sought response

A complete draft response — capability statement, relevant past performance, business size and socioeconomic status, and answers to the agency's specific questions.

Questions to submit

Genuine ambiguities and requirements that disadvantage a smaller bidder, drafted as questions you can submit before the Q&A deadline.

Past performance write-ups

Which of your prior awards best match this requirement, and draft write-ups in the format the agency asked for.

Statement of work, as posted

The NATO Communications and Information Agency (NCIA) has issued a Request for Information (RFI) to gather input on potential solutions to support the upcoming acquisition for the technology pillar of the NATO Integrated Cyber Defense Centre (NICC). To that end, NCIA is issuing the attached Request for Information (RFI) and holding a dedicated workshop at NATO Edge to solicit feedback from capable and interested industry partners. This RFI covers four out of the five independent Work Packages (WPs) that support the NICC mission. Interested parties are invited to submit their response to one or several WPs. This RFI is issued for planning purposes only and is not a request for bids. It is part of NCIA’s effort to engage early to inform and ensure it has a clear understanding of the marketplace, available capabilities, and potential acquisition strategies. NCIA values your insight and invites you to review and comment on our draft high level problem statement (Annexes A and B) with a view in providing recommendations for improving performance outcomes, competition, and efficiency; and identifying any risks or concerns that should be considered during planning. Submit responses via the email address in section F, no later than 12:00 hours Central European Time (CET) on 09 November 2026. Feedback can be provided in writing in accordance with submission instructions and/or by attending a dedicated Business Workshop: “Uplifts for Cyber Capabilities” taking place at NATO Edge on 17-19 November in Izmir (Türkiye), where NCIA will respond to clarifying questions and invite comments from participants. Attendance at the dedicated business workshop at NATO Edge (see section C), taking place on 17-19 November in Izmir is not a prerequisite to respond to this RFI, and NCIA invites any interested party to provide its feedback. Submission instructions and additional details can be found in the enclosure to this RFI. Do NOT submit your RFI response to the Department of Commerce. Submission instructions and additional details can be found in the RFI (attached). The NCIA reference for this RFI is RFI-42630696-NICC, and all correspondence concerning this matter should reference this number. NCIA thanks you in advance for your time and input, and looks forward to engaging with you as it shapes this potential acquisition.
